Notice is hereby given that the Wyoming Department of Transportation has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming and WS Construction, LLC, The Contractor, on Highway Project Number BLD6448 in Uinta County, consisting of POE roof replacement, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on January 16, 2024.

NOTICE OF ACCEPTANCE OF AND FINAL SETTLEMENT

To all persons, firms, or corporations who have any claim for any work done for, or any material furnished to Kilgore Companies, LLC dba Lewis and Lewis, Inc. for the construction of Street Overlay Project 2023 located in Evanston, WY. You are hereby notified that the City of Evanston, Wyoming has accepted as completed, according to the plans and specifications and rules set forth in the contract between the City of Evanston and the aforesaid contractor, the work in connection with the construction of the above, and that said contractor is entitled to final settlement therefore.

You are further notified that upon the 16th of January, 2023, being at least 40 days after the first publication of this notice, the City of Evanston will pay the full amount due under said Contract; and in the event that your claim is not filed with the City Clerk of said City prior to said 16th day of January, 2023, the same shall be waived.

This notice is given pursuant to Section 15-1-113 (h), Wyoming Statutes.

NOTICE TO SOLICIT NOMINATIONS FOR DIRECTORS OF UINTA COUNTY WEED & PEST CONTROL DISTRICT

Appointments to the Uinta County Weed & Pest Control District will be made on Tuesday, January 2, 2024, by the Board of Uinta County Commissioners at the County Complex, 225 9th Street, Evanston, Wyoming.

Pursuant to the Wyoming Weed and Pest Control Act of 1973 (W.S. 11-5-101 through 11-5-303), notice is hereby given to solicit nominations for appointments to Uinta County Weed & Pest Control District. Appointments shall be made in accordance with W.S. 11-5-104.

The Uinta County Commissioners met in regular session on November 7, 2023 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Eric South and Commissioner Brent Hatch were present.   Also present:  Amanda Hutchinson, County Clerk.

Motion Hatch, second South to approve the agenda amended to include Amanda Hutchinson with a request to extend hours for liquor license holders in the county on New Year’s Eve.  3 yes votes, passed.

CMAQ

Motion Hatch, second South to approve the final acceptance certificate for CMAQ project CM22304 for dust suppression on various county roads as requested by Saralee Gross, Road and Bridge.  3 yes votes, passed.

Code Red Renewal

Motion South, second Hatch to approve a renewal order for code red services for a three year term at $9,127.24 per year as presented by Sgt. Josh Rasnake, Emergency Management.  3 yes votes, passed.

Fort Bridger Airport

Motion Hatch, second South to approve Pay App #4 for $35,269.53 for the Fort Bridger Airport Taxiway/Apron Reconstruction as requested by Kimberly Silvester, JUB Engineers.  3 yes votes, passed.

Conditional Use Permit

Kent Williams, Planner, opened a public comment to allow for public input regarding a conditional use permit for a meat processing facility to be located in Lot 1, Block 1 of the Five Mile Subdivision.  Tiko Heaps spoke in favor of the facility and spoke about the handling of waste from the facility.  Wiliams mentioned permitting for this operation would need to be done by DEQ.  Motion Hatch, second Anderson to approve CUP 23-05 for Nathan Lester/NK Chase Properties LLC to operate a meat processing, butchering, slaughtering operation. 2 yes votes, passed.  South recused himself due to a conflict of interest.

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of November was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Council member Lind led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Council Comments

Mayor Williams and Council members wished everyone a safe and Happy Thanksgiving. Council member Sellers reminded everyone to shop local. He also commented to make sure to notice people that are struggling, as this time of year can be hard.  Council member Hegeman mentioned to remember all Service members that are not able to be home with their families for Thanksgiving.

Consent Agenda

Council member Welling moved, Council member Lind seconded, to approve the following Consent Agenda Items:

Parade Route Permit requested by Downtown Evanston Promotions and Rachel Reifon for the Annual Parade of Lights on Thursday, November 30th, 2023, beginning at 6:00 pm at the Uinta County Library parking lot on Main Street.  The parade will go down Main Street to the Machine Shop Parking Lot, turn around and go down Main Street back to the Library Parking Lot and disperse.

Parade Route requested by the Urban Renewal Agency for the Jingle Bell Jaunt 5K Fun Run/Walk on Saturday, December 2nd, 2023, beginning at 9:15 a.m. at the Strand Theater.

Tenant Grey Shell and Exterior Parking and Loading Facilities

 The City of Evanston, Wyoming, is seeking qualified and experienced contractors to submit proposals for a Tenant Improvement vanilla buildout project. The project involves the interior renovation and exterior site improvement of the Historic Roundhouse Building in downtown Evanston, Wyoming. We invite your company to participate in this competitive bidding process. The selected contractor will oversee the overall tenant improvement project, excluding the specialty interior finishes of the tenant space.

Work consists of coordination and management of the build-to-suit tenant space completion (Grey Space), minus the specialty tenant finishes and equipment installation. Interior demo and construction, concrete slab and footings, mechanical, electrical, plumbing, public restrooms, exterior work to include service yard, north parking lot, loading dock, overhead door, service door, equipment pads, and other work defined in the instruction to bidders.

Copies of the bidding documents are available and open to public inspection in the office of the Owner, City of Evanston, 1200 Main Street, Evanston, WY 82930, and the office of MJSA Architects,

Public Notice

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company), for approval of the 2024 budget and modifications to the ThermWise® Energy Efficiency Programs.

  1. Dominion is currently a wholly owned subsidiary of Dominion Energy Questar Corporation, which is a wholly owned subsidiary of the parent company, Dominion Energy, Inc.; a Virginia corporation engaged in the business of supplying energy and natural gas services in 16 states including Wyoming. Dominion serves approximately 28,000 customers in southwestern Wyoming, including customers in Rock Springs, Green River, Kemmerer, Diamondville, and Evanston. Dominion is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
  2. On October 31, 2023, Dominion submitted its Application requesting approval of its 2024 budget and modifications to the ThermWise® Energy Efficiency Programs. The Company requests an effective date of January 1, 2024.
  3. Dominion proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs): [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.
  4. In addition to making minor tariff language changes to improve accuracy in each of the ThermWise® Programs, the Company proposes modification or elimination of certain rebate-qualifying equipment specifications including the elimination of HVAC monitoring/diagnostic systems and reclassification of duel-fuel heating systems. Dominion also proposes the addition of a Variable Refrigerant Flow (VRF) system rebate and allowing annual participation in Tier 1, 2, and 3 boiler tune-up measures for businesses.
  5. Dominion projects the total 2024 budget for the Programs and Market Transformation Initiative to be $118,220, a decrease of 24% from the 2023 budget. Dominion states the proposed budget decrease is primarily due to lower forecasted 2024 participation in the Appliance, Builder, Weatherization, and Business programs than was projected in 2023. The Company projects a total natural gas savings of 3, 949 Dth per year, 31% below its projected 2023 natural gas savings estimates.
