NOTICE OF PUBLIC HEARING

A public hearing will be held in the Evanston-Uinta County Human Services Building, located at 350 City View Drive in Evanston, WY, on Thursday, May 23, 2024 from 11 :00 am to 12:00 pm for the purpose of review of the proposed uses of Community Service Block Grant funding for the Fiscal Year 2025. The meeting will be held in the main level conference room. Public comment is both invited and encouraged. The block grant proposal is available for public review at the Uinta County Human Services Office, 350 City View Drive, Suite #200 or by email by request.

Public Notice

Engineer/Project Manager

The Uinta County Library is seeking an engineer/project manager to oversee the Uinta County Library Health and Safety Renovation at 701 Main Street, Evanston, WY.

This project will require a mandatory on-site inspection prior to proposal submission, presubmittal meeting will be held at the above location on April 18th, 2024 at 10:00 a.m. Project specifications will be released at that time. Project manager will be responsible for compliance with CFR 200 Federal reporting; as well as any other Federal and State requirements, carry required insurance, and all city and state licenses.

Project Engineer applications must be submitted to the Uinta County Library by April 25, 2024 at 5 p.m. to be considered. Applications will be reviewed April 26, 2024 at the Uinta County Library conference room. Successful applicants will be notified for an interview which will be held April 29-30.

Uinta County Library reserves the right to reject any and all proposals submitted.

The Uinta County Commissioners met in regular session on April 2, 2024 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Eric South and Commissioner Brent Hatch were present. Also present:  Amanda Hutchinson, County Clerk; Kerri Wright, Clerk of District Court; and Andy Kopp, Sheriff.

Agenda

Motion South, second Hatch to approve the agenda amended to include ReaAnna Peltier with a contract amendment, and Claire Francis with a grant update.  3 yes votes, passed.

Mountain View Law Enforcement Services

Motion Hatch, second South to approve a Memorandum of Understanding with the Town of Mountain View for the Uinta County Sheriff’s Office to cooperate in providing law enforcement coverage for the residents of the Town of Mountain View at $50.00 per hour with a maximum of $120,000 per year as requested by Andy Kopp, Sheriff.  3 yes votes, passed.

Forest Service Patrol Amendment

Motion South, second Hatch to amend a contract with the U. S. Forest Service for patrol on Forest Service roads increasing the FY24 funding by $2,000 as requested by Kopp.  3 yes votes, passed.

Intern Agreement

Motion South, second Hatch to approve an affiliation agreement between the Uinta County Sheriff’s Office and Duquesne University, through its School of Nursing for placement of a student nurse at the Uinta County Detention Center for the purpose of providing practical learning and clinical experiences as requested by Kopp.  3 yes votes, passed.

Jail Radios

Motion Hatch, second South to approve a contract with AT&T FirstNet for radios at the Uinta County Detention Center pending review by the County Attorney as requested by Kopp.  3 yes votes, passed.

Surface Water Agreements

Motion Hatch, second South to approve an agreement with Piedmont Reservoir for use of 1,000,000 gallons of water to be used for dust control and mag water application on county roads for a 2 year term as requested by Saralee Gross, Road and Bridge.  3 yes votes, passed.

Motion Hatch, second South to approve an agreement with Sulphur Creek Reservoir Co-Shareholder Uinta County for use of 3,000,000 gallons of water to be used for dust control and mag water application on county roads for a 2 year term as requested by Gross.  3 yes votes, passed.

Spectator Chair Pricing

Motion South, second Hatch to accept a quote from Desks Incorporated for 66 chairs to replace the old chairs in the commission chambers for $21,092.22 as requested by Jeff Breininger, Maintenance.  3 yes votes, passed.

Concrete and Construction Proposals

Motion South, second Hatch to approve a bid from Ellingford Brothers for concrete at the Pig Barn and the Grandstands $210 per yard as requested by Jeff Breininger, Maintenance.  3 yes votes, passed.

Motion South, second Hatch to approve a bid from Dave Norris Construction for concrete labor for the floor of the Pig Barn at the Uinta County Fairgrounds for $123,549 as requested by Breininger.  3 yes votes, passed.

Motion Hatch, second South to approve a proposal with Maxfield Construction for $369,900.00 for concrete labor at the fairgrounds grandstands as requested by Breininger.  3 yes votes, passed.

Child Support Enforcement Agreement

Motion Hatch, second South to approve the bi-annual agreement with the Wyoming Department of Family Services delineating responsibilities for dispersing child support funds through June 30, 2026 as presented by Kerri Wright, Clerk of District Court.  3 yes votes, passed.

Library Grant

Claire Francis, Library Director announced a grant award with the Wyoming Department of Administration and Information, State Library Division for improvements to the heating and air conditioning systems as well as other upgrades to the Uinta County Library for $647,000.00.  The commissioners commended her hard work on obtaining the grant.

Office Closure

Motion Hatch, second South to approve a request to close the Public Health Offices on the following dates:  April 23, 2024 at 12:00 for the Community Baby Shower, June 11, 2024 for the Evanston Kids Safe Roundup, and June 18, 2024 for the Lyman Kid Safe Roundup as requested by ReaAnna Peltier, Public Health Nurse.  3 yes votes, passed.

Contract Amendment

Motion South, second Hatch to approve an amendment to the contract between the Wyoming Dept. of Health, Public Health Division and Uinta County for COVID-19 vaccination outreach activities extending the term of the agreement through June 30, 2025 as requested by Peltier.  3 yes votes, passed.
