The Uinta County Commissioners met in regular session on September 15, 2026 in the Mountain View Town Hall Council Chambers. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Eric South and Commissioner Brent Hatch were present. Also present: Amanda Hutchinson, County Clerk; and Loretta Kallas, County Attorney.
Agenda
Motion Hatch, second South to approve the agenda amended to include Loretta Kallas with a grazing lease. 3 yes votes, passed.
Surplus Sale Bid Awards
Motion South, second Hatch to award a 2003 and a 2005 Chevy Silverado that were re-bid in the county surplus sale to the highest bidder, Wyatt Didericksen as requested by Jeff Breininger, Maintenance. 3 yes votes, passed.
Atlas Industrial Park No. 2 Subdivision
Kent Williams, Planner, opened a public hearing to allow for comments on the Atlas Industrial Park No. 2 Subdivision located in Section 19, T15N, R118W. Trenton Thornock, Prometheus spoke in favor. Joe V. Hickey expressed concern about water and contamination; Joe Webb expressed concern about the number of data centers being proposed and who will be left holding the bag if it falls through and recommended they provide a bond. Motion Hatch, second South to approve Resolution 26-30 authorizing a map amendment from Agricultural/Resource/Development to Industrial. 3 yes votes, passed. Motion Hatch, second South to approve Resolution 26-31 authorizing the Atlas Industrial Park No. 2 Subdivision. 3 yes votes, passed.
Prometheus Wyoming I LLC CUP 26-01
Kent Williams, Planner, briefed the Commissioners on the requested Prometheus Wyoming I LLC Conditional Use Permit for the construction and operation of an Independent Power Producer facility in an Industrial Land Use District more particularly; Section 19, T15N R118W. Loretta Kallas, County Attorney reviewed the following conditions being placed on the CUP: construction commencement within 5 years; compliance with all required permitting; Uinta County be the receiving location of all goods for tax purposes; dust abatement; annual county inspection, upkeep and maintenance of County Road 180 during construction; compliance with DarkSky International Standards; preference provided to Wyoming contractors; vendors; and suppliers when possible; OSHA compliance for noise pollution; fees for specific deployment of emergency responders; lease agreement between G&C Holdings and Prometheus IPP JVI, LLC for use of real property; notices must be provided to Uinta County Clerk; and the Conditional Use Permit may be suspended or revoked. Kallas then opened a public hearing. Thornock spoke in favor and also addressed concerns about water contamination and stated his family not Uinta County would be left holding the bag if the project does not come to fruition. Thornock stated that the power transmission would be overhead and project would expand in phases. Motion South, second Hatch to approve the CUP with the noted conditions. 3 yes votes, passed.
Grazing Lease
Motion Hatch, second South to approve a grazing lease agreement with Alan and Lisa Petelinsek for $500 per month for each month of use to graze 20 head of cattle on county property. 3 yes votes, passed.
Public Comment
Karl Jaegger of Mountain View hoped that property taxes could be reduced if the data center brings in enough money. Loretta Kallas requested to speak as a citizen and requested that the legislators provide a means to fund the education system and other governmental entities when they review property tax cuts. Joe V. Hickey recommended our tax system could be a little better by raising taxes on fireworks, alcohol, and cigarettes. Hickey thanked the Commissioners for their work on the data center.

Notice is further given that all persons indebted to the decedent or to the estate are requested to make immediate payment to the undersigned at P.O. Box 770, 822 Main Street, Evanston, Wyoming 82931.
Creditors having claims against the decedent or the estate are required to file them in duplicate with the necessary vouchers, in the office of the Clerk of said Court, on or before three (3) months after the date of the first publication of this Notice, and if such claims are not so filed, unless otherwise allowed or paid, they will be forever barred.
