PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) to amend its Final Low-Carbon Energy Portfolio Standards Plan (Plan), filed pursuant to the provisions of Wyoming Statute § 37-18-102 and Chapter 3, Section 38 of the Commission’s rules, as more fully described below.

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On October 2, 2026, RMP filed the Application requesting to amend its final Plan filed in Docket No. 20000-704-EA-26, pursuant to Wyoming Statute § 37-18-102, Commission Rule Chapter 3, Section 38, and Commission directive in Docket No. 20000-616-EA-22. RMP states it committed to submitting an additional filing outlining the Company’s determination on the prudent path to implementing the Plan after evaluating Phase 2 of the front-end engineering and design (FEED) study for Jim Bridger Units 3 and 4 and the pre-FEED study for the Allam-Fetvedt Cycle (AFC) project for Dave Johnston. These units are utility owned, coal-fired generation facilities.
  3. The Company states the analyses of the FEED studies reasonably indicate that the carbon capture and storage (CCS) projects are not economically feasible, commercially viable, or operationally reliable at this time, and that the Jim Bridger CCS project would not be included as a least-cost, least-risk resource. Advancing FEED studies to Phase 3 would create significant costs to Wyoming customers and would not meaningfully move RMP toward a final investment decision. As a result, the Company proposes to amend the Plan to discontinue Company-led development of CCS resources at Jim Bridger but explore conducting a request for proposal for third-party developed CCS solutions, and to discontinue the AFC project as the project partner does not plan to move forward with further development. RMP also proposes to maintain the intermediate low-carbon energy portfolio standard at zero, continue to monitor policy, market, technological, and funding opportunities in the CCS field, and provide annual updates to the Commission.
  4. This is not a complete description of the Application. The complete Application is available at the Commission’s offices or online at https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 18253), or RMP’s website at www.pacificorp.com.
  5. Anyone desiring to file a statement, intervention petition, protest, or request for a hearing must do so in writing, on or before November 20, 2026. Public comments should be submitted to wpsc_comments@wyo.gov. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please be sure to mention Docket No. 20000-720-EA-26 in all correspondence with the Commission.
  6. If you wish to participate in this matter and you require reasonable accommodation for a disability, please contact the Commission at (307) 777-7427, or 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002. Communication impaired indivduals may contact the Commission through Wyoming Relay by dialing 711.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to reduce the Carbon Capture Compliance Charge (Schedule 198) from a charge of 0.05% to a customer credit of 0.62% per month, and find the Company prudently incurred the costs sustained between September 2025 and August 2026, pursuant to Wyoming Statutes §§ 37-18-101 and 37-18-102 and Commission Rules Chapter 3, Section 38, regarding low-carbon portfolio standards.

  1. RMP is a division of PacifiCorp, an Oregon Corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
  2. On October 1, 2026, RMP filed the Application to reduce the Schedule 198 rate from a 0.05% monthly customer charge to a 0.62% per month customer credit on an interim basis, beginning January 1, 2027. Schedule 198 is a balancing account mechanism that tracks incremental costs to comply with low carbon energy portfolio standard requirements, and revenues collected through a monthly carbon capture compliance surcharge that is based on forecasted costs. RMP requests the change as the forecasted costs and revenues resulted in an over-collection, which the Company proposes to reimburse through customer credit by distributing approximately $5.1 million to Wyoming customers throughout 2027. The proposed rate, the forecasted collections and incurred costs through 2026, the forecasted 2027 Wyoming Energy Authority’s Wyoming Energy Matching Funds (EMF), and customer credit reimbursements in 2027 are expected to produce an ending account balance of $0.00 as of December 31, 2027.
  3. RMP states that, pursuant to Schedule 198, the Company recorded $633,125.56 in revenue and $602,222.43 in deferred costs from September 2025 through August 2026 and since inception has over collected a total of $4.7 million. RMP requests the Commission find the costs incurred during this period comply with the low carbon energy portfolio standard requirements and were prudently incurred. These costs include consultant fees, internal travel expenses, and EMF reimbursements for the Bridger FEED study.
  4. This is not a complete description of the Application. Interested persons may inspect it at the Commission’s office or online at: https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 18251).
