On May 7, 2024 at 2:00 p.m. at a regular public meeting, the Uinta County Commissioners will hear a resolution proposing a modification of a voting precinct boundary.  The affected area is currently a split of District 1 Precinct 3 known as Split 1-3-2.  The affected area is the portion South of the centerline of Bear River Drive within Ward 3 of the City of Evanston.  This split is proposed to be moved in to District 1 Precinct 4.  This change does not impact the races those voters are eligible to vote for.  This change does not move them to a different House or Senate District.  This change also does not impact the polling place of the voters in this area.  Commission meeting held in the Commission Chambers of the County Courthouse located at 225 9th Street, Evanston on May 7, 2024 at 2:00 pm.

EVANSTON CITY COUNCIL

First Regular Meeting

April 2nd, 2024

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of April was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman. Jesse Lind attended by telephone.

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; City Engineer, Damon Newsome; Information Technology Coordinator, Preston Sheets, Police Chief, Mike Vranish; City Treasurer, Trudy Lym and Community Development Director, Rocco O’Neill.  Director of Parks and Recreation, Kim Larson and Public Works Director, Gordon Robinson. were excused.  A group of interested citizens was also present.

Legislative Update

Representative Jon Conrad reported on the recent Legislative Budget Session.

Consent Agenda

Council member Perkes requested the following be removed from the Consent Agenda for discussion:

Parade Route requested by Nathan Prete of High Uinta Athletics for a Half Marathon on Saturday, June 8th, 2024.

A discussion was held regarding the specifics of the request regarding traffic control and road closures and construction on City View and Highway 89.

Council member Welling moved, Council member Lynch seconded, to approve the Parade Route request. The Motion passed unanimously with 7 yes votes: Williams, Lynch, Lind, Perkes, Welling, Sellers, Hegeman.

Award Bid

Councilmember Perkes moved, Councilmember Lynch seconded, to accept the apparent low bid for three new Ram 1500 Crew Cab Special Services Vehicles for the Evanston Police Department by Fremont Motor Company - Lander.

Resolution 24-16

Council member Sellers introduced Resolution 24-16.  Council member Sellers moved, Council member Lynch seconded, to adopt Resolution 24-16.

A RESOLUTION TO PLACE THE ONE-HALF PERCENT (1/2%) SALES AND USE TAX FOR ECONOMIC DEVELOPMENT QUESTION ON THE 2024 PRIMARY ELECTION BALLOT.

Public Notice

Engineer/Project Manager

The Uinta County Library is seeking an engineer/project manager to oversee the Uinta County Library Health and Safety Renovation at 701 Main Street, Evanston, WY.

This project will require a mandatory on-site inspection prior to proposal submission, presubmittal meeting will be held at the above location on April 18th, 2024 at 10:00 a.m. Project specifications will be released at that time. Project manager will be responsible for compliance with CFR 200 Federal reporting; as well as any other Federal and State requirements, carry required insurance, and all city and state licenses.

Project Engineer applications must be submitted to the Uinta County Library by April 25, 2024 at 5 p.m. to be considered. Applications will be reviewed April 26, 2024 at the Uinta County Library conference room. Successful applicants will be notified for an interview which will be held April 29-30.

Uinta County Library reserves the right to reject any and all proposals submitted.
