Second Regular Meeting
February 19, 2019
The official record of proceedings of the second regular meeting of the Evanston City Council for the month of February was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; City Treasurer, Trudy Lym; Police Chief, Jon Kirby; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; Director of Parks and Recreation, Scott Ehlers; and Community Relations/Grant Writer, Mieke Madrid. A group of interested citizens were also present.

Revenue & Expenditure Report
Councilmember M. Welling moved, Councilmember Sellers seconded, to approve the Revenue and Expenditure Report for September, October and November 2018. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling.
Council Comments
Mayor Williams commented on a letter and a phone call he received from local legislators regarding a recent report from the State Auditors Department. The report showed that fees for City services are among the lowest in the state. The Mayor also thanked all the City Departments for doing their part to help keep the fees low.
Councilmember Sellers again asked everyone to support local businesses and shop at home whenever possible.
Consent Agenda
Councilmember D. Welling moved, Councilmember Ottley seconded, to approve the following Consent Agenda: A Limited Malt Beverage Permit requested by The Arts, Inc. for the Celtic Festival at the Roundhouse and Railyards Complex on Friday, March 22, 2019 from 2:00 p.m. to 11:30 p.m. and Saturday, March 23, 2019 from 10:00 a.m. to 11:30 p.m. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling.

Maryl Thompson invited everyone to attend the book signing for former Mayor Dennis Ottley’s most recent book “Evanston Wyoming Boom-Bust-Politics” on Friday, March 1st from noon to 4:00 p.m. at the Uinta Reality Office.

Certified resident suppliers shall submit a list of supplies and materials, specific to the project, which qualify to receive preference along with company contact names and phone numbers. INVITATION TO BID
Sealed Bids for the Uinta County Transfer Station – Bridger Valley Project will be received by the Uinta County, Wyoming, through the Uinta County Clerk, 225 9th Street, Evanston, WY 82930, until 2:00 p.m. on March 19, 2019, at which time the Bids received will be publicly open and read. The Project is intended as a one bid process and encompasses all aspects of construction for the transfer station from excavation through construction and signage. Construction is estimated to begin on April 22, 2019 with final completion by September 27, 2019. All bids must be hand delivered or mailed using UPS or Fed Ex. No bids will be accepted by U.S. Postal Service, facsimile or electronic mail.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis on the Bid Form included in the Bidding Documents.
The Issuing Office for all Bidding Documents is: Trihydro Corporation, Jeff Young, phone:307.332.5280 or jyoung@trihydro.com . An electronic copy of Bidding Documents, including Project Manual, will be provided at no cost. A paper copy is available upon request and receipt of a NON REFUNDABLE payment of two-hundred and twenty-five dollars ($225) per set.
No bids will be opened unless sealed and filed with the Uinta County Clerk and accompanied by a bid bond payable to Uinta County for 5% of the bid amount (to be forfeited as liquidated damages in the even that a bidder fails to enter promptly into a written agreement contract and furnish the required documents within thirty (30) days after award).
The successful bidder shall provide a 100% Performance and Payment bond as security for the faithful performance and payment of all of Contractor’s obligations under the Contract.
Pursuant to Wyoming Statutes (W.S.) §16-1-101 et seq and §16-6-106, preference is hereby given to Wyoming resident contractors and materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by competitors outside the State. Disadvantaged Business Enterprises are encouraged to bid.
A MANDATORY pre-bid conference will be held at 2:00 p.m. on March 7, 2019, in the Mountain View Library located at 322 2nd Street, Mountain View, Wyoming, 82939. All prospective bidders who wish to submit a proposal must attend. Any prospective bidder who arrives later than 2:00 p.m. with be disqualified.
Partial payment during project will be subject to retainage as provided by W.S. §16-6-702. Bidder can designate an interest bearing account for retainage pending final approval and payment. Final payment will not issue pending compliance with W.S. §16-6-116 and §16-6-117.
Uinta County reserves the right to reject any or all proposals or to waive informality and irregularities in proposals.
