PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for approval of the 2027-2029 3-year demand side management (DSM) plan and to adjust tariff Schedule 191, as more fully described below.

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
  2. On May 19, 2026, RMP filed an Application, pursuant to tariff Schedule 191, requesting the Commission approve: the 3-year DSM plan, effective January 1, 2027; a 1-year extension to the Commercial and Industrial Demand Response program (C&I DR program); the transition of the Battery DR program from Schedule 191 to Schedule 114; and the modifications to Schedule 191 surcharge rates to align with the proposed 3-year DSM plan. The Company states in the Application that the 3-year DSM plan is to create transparency, rate stability and certainty, and to enable the Company to manage DSM targets and budgets.
  3. In its Application, RMP proposes to continue the batteries installation incentive programs for residential customers (Category 1) and non- residential small general service customers (Category 2 and 3), and to extend the C&I DR program for 1 year through 2029. RMP states this is due to the success and participation in the programs, anticipated growth, and to maintain alignment with the DSM 3-year plan. RMP notes the C&I DR program structure and offerings are to remain materially the same and no changes to the C&I DR program are anticipated.
  4. RMP proposes transitioning the Battery DR program from the DSM plan to Schedule 114 to align with the C&I DR program and redesignate Category 3 costs as recoverable from all customer classes under the Schedule 191 DR rate, effective January 1, 2027, per the Stipulation and Agreement in Docket No. 20000-670-ET-24.
  5. The Company also proposes revisions to Schedule 191, decreasing Category 1 and 2 rates to 0.80 percent and 1.87 percent, respectively, and to revise the rate for Category 3, including the remainder of 2026, to 3.12 percent, effective January 1, 2027. The Company estimates an over-collected balance of $9.2 million through December 2029. To remedy the over collected balance, RMP proposes to decrease the DR rate to 0.24%, effective January 1, 2027, through December 2029. The Company notes additional surcharge rate adjustments can be made to ensure Schedule 191 remains aligned with the 3-year DSM plan.
  6. This is not a complete description of RMP’s Application. You may review the Application at RMP’s Wyoming offices and at the Commission in Cheyenne, Wyoming, or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 18137).
  7. Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before June 29, 2026. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please be sure to mention Docket No. 20000-711-ET-26 in all correspondence with the Commission.
  8. If you wish to participate in this matter and you require reasonable accommodation for a disability, call the Commission at (307) 777-7427, or write to the Commission at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming 82002, to make arrangements. PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to increase its retail electric service rates overall by $70.5 million per year, 8.8 percent, in two steps. In the first step, the Company proposed to increase rates by $68.3 million, 8.5 percent, effective for service on and after March 15, 2027. In the second step, the Company proposes to increase rates by a net amount of $2.2 million, 0.3 percent, effective for service on and after April 1, 2027, to account for the potential sale of the Company’s Washington service area. The application also requests authority to revise Schedule 92 Insurance Cost Adjustment (ICA) to establish a wildfire liability self-insurance reserve fund; establish a new Asset Purchase Agreement (ASA) Schedule 96 to return the value of the proposed goodwill credit from the sale of the Washington service area; and revise the Energy Cost Adjustment Mechanism (ECAM), as more fully described below.

RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming, under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.

On May 12, 2026, RMP submitted an Application requesting the Commission approve the Company’s proposal to: (1) increase its retail electric utility service rates overall by $70.5 million per year, an overall average of 8.8 percent, in two steps. In the first step, rates would increase by $68.3 million, an overall average of 8.5 percent, effective for service on and after March 15, 2027. In the second step, rates would increase by a net amount of $2.2 million, an overall average of 0.3 percent, effective for service on and after April 1, 2027. The Application also requests authority to revise the ICA to establish a wildfire self-insurance reserve fund; establish the ASA to credit customers 68 percent of the proposed goodwill value from the sale of the Company’s Washington service area to Portland General Electric, while the Company retains 32 percent of the proposed goodwill; and revise the ECAM to allow for quarterly interim rate changes, while maintaining an annual prudence review filing with no interim rate change request.

RMP requests a return on equity of 9.70 percent, resulting in an overall cost of capital and return on rate base of 7.56 percent. The request is based upon a hypothetical capital structure consisting of 50 percent debt and 50 percent equity, with a cost of debt of 5.41 percent.

The request is primarily driven by: (1) $58.3 million for Wyoming’s share of new capital investments, increased net power costs, and increased operations, maintenance, administrative, and general expenses; (2) recovery of $10.0 million through tariff Schedule 92 (ICA) for wildfire liability self-insurance reserve funds, in addition to the amortization of previously approved deferred liability insurance premiums; (3) a $10.0 million projected increase from the proposed sale of the Company’s Washington service area; and (4) a $7.8 million reduction to incorporate goodwill rate credits from the sale of the Company’s Washington service area.

RMP’s proposed percentage increases in price changes by rate schedule are:
