  1. PUBLIC NOTICE

    Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for approval to estab-lish baseline standards for electric reliability, as more fully described below:

    1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers in its service territory consisting of parts of six states, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
    2. On June 2, 2025, the Company filed its 2025 Annual Update containing the Wyoming Service Quality Review Report and the Wyoming Power Quality Report for the calendar year 2024. RMP states the reports provide an overview of reliabil-ity and power quality performance delivered during 2024. RMP is requesting no changes to the baseline reliability per-formance standards approved by the Commission in Docket No. 20000-653-EA-23, wherein the baseline performance standards were set at: 175 minutes for SAIDI, 1.8 events for SAIFI, and 1.73 events for MAIFI, and to continue monitoring for established power quality metrics.
    3. The reports are required to be filed by RMP for Commission approval to establish baseline standards for electric reli-ability pursuant to Commission Rule, Chapter 3, Section 38(e) and Wyoming Statute §§ 37-18-102(a)(v) (HB200, 2020).
    4. This is not a complete description of RMP’s Application. Interested persons may inspect the Application at the Commission, or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 17842).
    5. Second Regular Meeting

June 17th, 2025

The official record of proceedings of the second meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Henry Schmidt, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman. Jesse Lind was excused.

Annual Budget 2025-2026

City Attorney Mark Harris conducted a public hearing to receive public information, input, comments, and concerns for the City of Evanston Fiscal Year 2025-2026 Annual Budget. City Treasurer, Trudy Lym, gave an overview and summary of the upcoming budget. Shelly Horne commented on the Union Pacific Water Tower Project. Mike Slaughter commented on the portions of the Budget he was in support of. Mr. Harris closed the hearing.

First Regular Meeting

The official record of proceedings of the first meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Jesse Lind, Evan Perkes, Mike Sellers, and Jen Hegeman. Henry Schmidt and Dave Welling were excused. 

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; Facilities and Business License Tech, Micki Cox; Police Chief, Mike Vranish, City Engineer, Damon Newsome; Public Works Director, Gordon Robinson; Senior Planner, DuWayne Jacobsen; Director of Parks and Recreation, Kim Larson; and Community Development Director, Rocco O’Neill. City Clerk, Diane Harris, City Treasurer, Trudy Lym; and Information Technology Coordinator, Preston Sheets were excused. A group of interested citizens was also present.

Council Comments

Council members spoke about school being out and watching out for the kids when driving around town and to slow down. Council wanted to remind everyone about the fundraiser for the Aquatics Center.

Consent Agenda

Council member Perkes asked that the Street Closure Permit requested by Eli Robinson be removed from the Consent Agenda due to his residing in the area of the closure and that he would be abstaining from consideration of the matter. Without objection, the matter was removed from the Consent Agenda for separate action.

Default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated September 25, 1987, executed and delivered by Linda K. PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Enbridge Gas Wyoming (Enbridge or the Company) for approval of the Piceance Development Phase II as a Wexpro II property, as more fully described below.

  1. Enbridge is a division of Enbridge, Inc., a Canadian corporation, engaged in the business of supplying energy services in several states, including Wyoming. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.
  2. On June 11, 2025, Enbridge filed an Application requesting authority to include recently acquired properties, located within the Piceance Development Phase II, as a Wexpro II property pursuant to the Wexpro II Agreement. The Commission approved the Wexpro II Agreement in Docket No. 30010-123-GA-12 and the inclusion of the initial Piceance Development in Docket No. 30010-232-GA-25. The Piceance Development Phase II is outside the existing Wexpro I Development Drilling Area. The Company seeks authority to include the relevant portions of the Piceance Development Phase II within the Wexpro II Agreement and voluntarily offers the remaining portions for inclusion as a Wexpro II property.
  3. Enbridge acquired the Piceance Development Phase II at its own risk and pending the Commission’s decision regarding this acquisition’s inclusion as a Wexpro II property. If approved, the Company will begin recovering the acquisition and drilling costs from customers. The Company contends that approval of the Piceance Development Phase II as a Wexpro II property will provide an opportunity for customers to receive lower cost gas for many years. Additionally, the Company states that Wexpro will continue to manage its current production and future drilling programs at or below the 5-Year Forward Curve and to manage combined cost-of-service production from Wexpro I and Wexpro II properties to Enbridge at or below the thresholds established in the Canyon Creek Acquisition in Commission Docket No. 30010-145-GA-15.
