NOTICE OF PUBLIC HEARING

A public hearing will be held in the Evanston-Uinta County Human Services Building, located at 350 City View Drive in Evanston, WY, on Thursday, May 22, 2025 from 11:00 am to 12:00 pm for the purpose of review of the proposed uses of Community Service Block Grant funding for the Fiscal Year 2026.  The meeting will be held in the main level conference room.  Public comment is both invited and encouraged.  The block grant proposal is available for public review at the Uinta County Human Services Office, 350 City View Drive, Suite #200 or by email by  request.

Invitation to submit proposals

Uinta County is seeking proposals for removal of top seals, cleaning of old sealant, cleaning of glass panels, installation of new sealant, and top seals to the glass atrium at the county complex located at 225 9th street in Evanston, Wyoming

This project will require an on-site inspection prior to proposal submission, pre-submittal meeting will be held at the above location on April 25th, 2025 at 10 a.m. Project specifications will be released at that time. Contractor must comply with the Wyoming Preference Act; carry required insurance, and all city and state licenses.

Proposals need to include schedule and completion time to based on a purchase OK given by 5/7/2025.

All proposals must be submitted by 5/2/2025 before 5 p.m. at county clerk’s office to be considered; county will review all proposals at 9am on April 5th, 2025 at Uinta County Courthouse maintenance department

The Uinta County Commissioners met in regular session on April 1, 2025 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present. Also present: Amanda Hutchinson, County Clerk; and Andy Kopp, Sheriff.

Agenda

Motion South, second Hatch to approve the agenda amended to add an airport hangar lease.  3 yes votes, passed.

County Road 229

Skylar Peterson appealed a denial of a request for access from Highway 229 to a home he is building.  Dustin Henstra commented that where the snow is pushed will cause a blockage to the access.  Peterson stated that he has the equipment to clear the access.  Motion Hatch, second South to approve the appeal of the denial of access across County Road 229.  3 yes votes, passed. 

Dust Suppression

Motion Hatch, second South to approve an agreement with Dustbusters for $276,048.00 to apply dust suppressant on certain county roads using CMAQ grant funds and a county match as requested by Dustin Henstra, Road and Bridge.  3 yes votes, passed.

Motion South, second Hatch to approve an agreement with Dustbusters for $121.50 per ton of dust suppressant using County Road Funds as requested by Dustin Henstra, Road and Bridge.  3 yes votes, passed. 

Crime Insurance Application

Motion South, second Hatch to approve an application with AIG American International Companies for a Governmental Crime Policy as requested by Amanda Hutchinson, County Clerk.  3 yes votes passed.

Leadership Wyoming

Motion Hatch, second South to approve an agreement with Leadership Wyoming to provide management training to different levels of management in the county as requested by Hutchinson.  3 yes votes, passed.

Airport Hangar Lease

Motion South, second Hatch to approve a 5-year lease for Fort Bridger Airport Hangar #6 with Wyatt Branham for $480.00 per quarter increasing by $20.00 per quarter each year.  Branham is currently leasing Hangar #1 but will be vacating and moving to Hangar #6 as presented by Hutchinson.

Emergency Preparedness Grant Amendment One

Motion Hatch, second South to approve Amendment One to the Public Health Emergency Preparedness Grant superseding the responsibilities outlined in Attachment A with those outlined in Attachment A-1 as requested by ReaAnna Peltier, Public Health Nurse.  3 yes votes, passed.

First Regular Meeting

April 1st, 2025

The official record of proceedings of the first meeting of the Evanston City Council for the month of April was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

FORECLOSURE SALE NOTICE

Default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated June 30, 2008, executed and delivered by Dustin W. Peay and Sarah L. On October 1, 2024, RMP filed an Application requesting authority to reduce the Carbon Capture Compliance Charge (Schedule 198) from 0.30% to 0.12% per month, and find that the costs incurred from 2022 through August 2024, pursuant to Wyoming Statutes §§ 37-18-101 and 37-18-102, and the Commission’s rules regarding low-carbon portfolio standards (collectively, HB 200 requirements) were prudently incurred. RMP has requested an effective date of January 1, 2025.
  4. Wyoming Industrial Energy Consumers (WIEC) and the Office of the Consumer Advocate (OCA) petitioned to intervene in this matter, which the Commission granted by Order issued on November 26, 2024.

PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to amortize the Conservation Enabling Tariff Balancing Account resulting in a rate increase to $0.28151 per dekatherm (Dth), for all General Service Small (GSS) class customers, and a rate increase to $0.05480 per Dth, for all General Service Large (GSL) class customers, effective for usage on and after November 1, 2024. The Company submitted additional applications, requesting rate changes to take effect concurrently with this filing, resulting in an overall rate decrease of $0.24408 per Dth for GSS class customers.

The proposed changes are based on the amortizations of under collected balances of $676,747.14 for GSS and $52,694.56 for GSL as of August 2024, and on a 12-month test year ending October 31, 2025. The Company’s proposal results in an annual increase of approximately $20.44 or 2.43% before taxes, for a residential customer using 80 Dth. However, when combined with other proposed rate changes taking effect on November 1, 2024, the net result is a decrease of $19.53 or 2.32% before taxes, for a residential customer using 80 Dth annually. Actual bills will vary with usage.

PUBLIC NOTICE

In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules, Uinta County has submitted a renewal permit application for the Bridger Valley transfer station.

This facility provides for the transfer of municipal solid wastes and construction and demolition wastes which have been generated within the eastern portion of Uinta County. The 10 acre facility is located approximately 7 miles North of Mt. View, Wyoming on Highway 414. More specifically, this facility is located in the SE 1/4 of Section 10, T16N, R115W, in Uinta County, Wyoming. The life of the facility is indefinite as it is a transfer station.

The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has issued a proposed permit for this facility. Copies of the permit application, the DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Cheyenne office at 200 West 17th Street.

Any interested person has the right to file written comments, including objections on the proposed permit. The period for providing comments on the proposed permit shall begin on April 2, 2025 and end on May 9, 2025. Any written comments must be received by 5:00 PM on the last day of the notice period.
