NOTICE IS HEREBY PUBLISHED that the Uinta County Library has accepted as completed all work on the Uinta County Library Ceiling Tile Upgrade Project according to the plans set forth between Uinta County Library and Redi Services and the Contractor is entitled to settlement thereof.

Final payment will be made after the completion of publication of this Notice.  The date of first publication is April 29th, 2024, and the date of final settlement will be after June 9th, 2025, and when all punch list items are complete.

Any claim or claims for work or labor due, or for materials or supplies furnished, must be accordingly filed with the Uinta County Library prior to the above published date of final settlement.

Destruction of Permanent Files

This notice is submitted to alert all families of children who attended a Lincoln Uinta Child Development Association developmental disabilities preschool program during the school year 2017 through 2018. If your child received services through one of LUCDA’s centers (Alpine Child Development Center, Bridger Valley Child Development Center, LUCDA-Evanston, Kemmerer Child Development Center, Star Valley Child Development Center (Afton or Thayne) during the years listed, those records will be destroyed on or after June 1, 2025. If parents wish to obtain their child’s records they may contact the local center where their child attended, or the LUCDA Regional Office at P.O. Box 570, Mountain View, WY 82939, (307) 782- 6602 prior to June 1, 2025. Records will be given only to those who can prove guardianship of the child. If you are a friend or relative of a child who attended the program during these years, please assist the program by notifying parents that records are available.

Second Regular Meeting

April 15th, 2025

The official record of proceedings of the second meeting of the Evanston City Council for the month of April was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Henry Schmidt, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman. 

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Community Development Director, Rocco O’Neill; Information Technology Coordinator, Preston Sheets; Police Chief, Mike Vranish; City Engineer, Damon Newsome and Director of Parks and Recreation, Kim Larson.  Public Works Director, Gordon Robinson was excused.   A group of interested citizens was also present.

Council Comments

Council members spoke about working together, watching for children and motorcycles while driving, checking on Seniors and Veterans, appreciation to Public Works, the Golf Course being open and the old Wyoming State Hospital.

Oath of Office

Mayor Williams conducted an Oath of Office for Jessica Villarreal to fill the position of Police Officer for the City of Evanston.

Alterations to Roof Structure

Council member Schmidt moved, Council member Sellers seconded, to approve alterations to, or construction of the roof structure of the HUB Building/Preschool Building of the Evanston Child Development Center located at 336 Summit Street/422 3rd Street in Evanston, Wyoming.

The motion passed unanimously with 7 yes votes:  Willliams, Schmidt, Lind, Perkes, Welling, Sellers, Hegeman.

Declaration of Excess Property and Transfer

Council member Welling moved, Council member Perkes seconded, to declare rail ties located at the Roundhouse and Railyards as excess/surplus assets and authorizing the Community Facilities director to sell the excess/surplus assets to the Wyoming Game and Fish Department.

The motion passed with 6 yes votes:  Willliams, Schmidt, Lind, Perkes, Welling, Sellers. 1 no vote: Hegeman.

Bid Award

Council member Sellers moved, Council member Welling seconded, to award the bid for the 2025 Street Maintenance (Overlay) Project to the low bidder, Staker and Parson Companies.

The motion passed with 6 yes votes:  Willliams, Schmidt, Lind, Perkes, Welling, Sellers. 1 no vote: Hegeman.

Resolution 25-17

Council member Sellers introduced Resolution 25-17.  Council member Sellers moved, Council member Welling seconded, to adopt Resolution 25-17.

A RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH STAKER & PARSON COMPANIES FOR THE COMPLETION OF ALL WORK REQUIRED FOR THE 2025 STREET MAINTENANCE (OVERLAY) PROJECT.

Uinta County is seeking proposals for application of type” 1” slurry seal to three (3) parking lots in Evanston, WY.

There will be a mandatory on site meeting starting at the Uinta County complex parking lot, (225 9th Street 66,000 sq. ft. approx.) moving to the Uinta County Jail parking lot, (77 County Road 109,28,000 sq. ft. approx.) lastly going to the Uinta County Road & Bridge lot. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to decrease rates, recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates under Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (S02) emission allowances, as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business

of supplying electric utility service to customers throughout its six -state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-1 01 (a)(vi)(C) and 37-2-112.

  1. On April 15, 2025, RMP filed an Application requesting authority to revise rates

pursuant to two different rate schedules. The Company proposes to recover approximately $83.2 million of deferred NPC and under Tariff Schedule 95 its Energy Cost Adjustment Mechanism (ECAM) over a 12 month period. The Company also proposes to credit approximately $4.3 million to customers to reflect the sale ofRECs and S02 emission allowances under its Tariff Schedule 93 REC and S02 Revenue Adjustment Mechanism (RRA). The Company requests interim approval of the proposed rates effective for usage on and after July 1,2025, subject to further review.

  1. The following table summarizes the proposed price changes by tariff rate schedule.

Within each rate schedule, the percentage change to individual customers may be higher or lower than the average due to rate design, customer load factors, and usage characteristics. The combined effect of the 2025 RRA and ECAM in this Application represents an overall proposed rate decrease of approximately $46.9 million or 5.8 percent.
