The Uinta County Commissioners met in regular session on April 15, 2025 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present. Also present: Amanda Hutchinson, County Clerk.

Motion South, second Hatch to approve the agenda amended to add Amanda Hutchinson with a Business Associate Agreement, and Jeff Breininger with 2 bid awards. 3 yes votes, passed.
Salary Contribution Agreement
Motion Hatch, second South to approve a salary contribution agreement with the University of Wyoming to pay $10,000.00 towards the annual salary of the 4-H Educator for a six-month term ending June 30, 2025. 3 yes votes, passed.
Communication Site Lease Agreement
Motion Hatch, second South to approve a 5-year agreement with LR Communications, Inc. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to decrease rates, recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates under Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (S02) emission allowances, as more fully described below:

Within each rate schedule, the percentage change to individual customers may be higher or lower than the average due to rate design, customer load factors, and usage characteristics. The combined effect of the 2025 RRA and ECAM in this Application represents an overall proposed rate decrease of approximately $46.9 million or 5.8 percent.

Default in the payment of principal and interest has occurred under the terms of the Home Equity Line Credit Agreement and the Mortgage.
