FORECLOSURE SALE NOTICE
Default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated September 25, 1987, executed and delivered by Linda K. Timothy (“Mortgagor”) to United States of America acting through the Farmers Home Administration, United States Department of Agriculture (the “Mortgagee”), and a real estate Mortgage (the “1st Mortgage”) of the same date securing the Note, which 1st Mortgage was executed and delivered by said Mortgagor to said Mortgagee, and which 1st Mortgage was recorded on September 25, 1987, at Reception No. R32947, in Book 531, at Page 660 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Uinta County, Wyoming. The obligations under the 1st Mortgage and corresponding Note were assumed on February 10, 1993, when Francis John Passey, as mortgagor, executed and delivered to the Mortgagee a mortgage (“2nd Mortgage”) as security for payment of an assumption agreement, which was executed and delivered by the Mortgagors on the same day, and which 2nd Mortgage was recorded on February 10, 1993, at Reception No. R58223, in Book 610, at Page 73 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Uinta County, Wyoming. The obligations under the 2nd Mortgage and corresponding assumption agreement were assumed on November 1, 1996, when Patricia A. Lee and Tonya Lee, as mortgagors, executed and delivered to the Mortgagee a mortgage (“3rd Mortgage”) as security for payment of an assumption agreement, which was executed and delivered by the Mortgagors on the same day, and which 3rd Mortgage was recorded on November 1, 1996, at Reception No. R78009, in Book 672, at Page 420 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Uinta County, Wyoming.
The 1st Mortgage contains a power of sale which, by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the 1st Mortgage or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued.
Written notice of intent to foreclose the 1st Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the mortgages as of June 15, 2025 being the total sum of $29,087.72, plus interest, costs expended, late charges, and attorney fees accruing thereafter through the date of sale.
The property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid.
If the foreclosure sale is set aside for any reason, the Purchaser at the sale shall be entitled only to a return of his/her/its money paid. The Purchaser shall have no further recourse against the Mortgagee, Mortgagor, Servicer, or their attorneys.

Bike Trails/Presentation
Members of BRORA presented information on the Utah High School Mountain Bike Races and a request to add bike trails on to the existing bike trails on County owned property near the Bear River State Park with the hopes of hosting future mountain bike races. No action was taken at this time.
Asphalt Crack Seal and Slurry
Motion Hatch, second South to approve a contract with Asphalt Preservation for crack seal and slurry on the parking lots at the County Complex, Sheriff’s Office, and Road and Bridge – Evanston for $131,326.75. 2 yes votes passed.
6th Penny Initiative Resolution
Motion Hatch, second South to approve Resolution 25-15, a Joint Resolution between the County, City of Evanston, Town of Bear River, Town of Mountain View, and the Town of Lyman approving propositions for a 1% specific purpose excise tax. The proposition will be placed on the Special Election Ballot on November 4, 2025. 2 yes votes, passed.

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge) to amortize the Energy Efficiency Services deferred account balance, resulting in a decrease of $0.00761 per Dth, effective for usage on and after November 1, 2024. The proposed change is based on customer participation in several energy efficiency programs offered by the Company.
Enbridge’s proposal results in an annual decrease of $0.61 or 0.07% before taxes, for a residential customer using 80 Dth.
