The period for this contract is August 17, 2026 through June 30, 2029. All work shall be in conformance with the permits issued to Uinta County by the State of Wyoming Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ/SHWD) file #50.820 and file #10.650.

Sealed bids will be received until 10 am on the 17th day of July, 2026 at the Uinta County Clerk’s Office, 225 9th Street, Evanston, Wyoming, 82930.

A certified check or bid bond in the sum of ten percent (10%) of annual bid must be filed with said bid, to be forfeited to Uinta County as liquidated damages, if the bidder is awarded the contract and fails to enter a contract with Uinta County.

The successful bidder must furnish a Payment Bond guaranteeing payment of labor and materials thereunder. Said bond is to be in the sum of fifty thousand dollars ($50,000) and in substance, form, and execution as shall be approved by Uinta County Attorney.

QUALIFICATIONS OF BIDDERS: Uinta County shall make such investigations as it deems necessary to determine the qualifications and experience of the bidder relative to transfer operations. The bidder shall complete and submit with the bid proposal all such prequalification information and data for this purpose as shown on the bid proposal form. If the bidder does not supply applicable information with the bid, Uinta County may determine the bidder is unresponsive and may disqualify the bid.

A MANDATORY Bidders meeting followed by a tour of the Project will be convened at 1:00 p.m. on July 6 at the Uinta County library located at 322 2nd Street, Mountain View, Wyoming.  A site visit will be offered following the meeting.  The transfer station is located on 10 acres in the SE1/4 of Section 10, T16N, R115W, Uinta County, Wyoming. Notice is hereby given that attendance at the Bidders meeting is MANDATORY for all prospective bidders. Uinta County will reject bids submitted from any bidder who failed to attend the Bidders meeting.

The purpose of the meeting and site visit is to familiarize all bidders with the various aspects of the Work and to allow prospective bidders to ask questions concerning the Work. The bidder meeting, however, does not relieve bidders from the responsibility of familiarizing and informing themselves of the extent and character of the Work as required by the Contract Documents. Questions may be directed to the Landfill Operator outside the bid tour; however, they must be in writing. The Landfill Operator shall respond in writing, sharing the request and response with all plan holders of record. No questions received after July 13, 2026, shall be answered.

The contract shall be binding only by Uinta County Commission action at a regular commission meeting.

Uinta County shall have the power to reject any and all bids or waive any informality in same.  Nothing in this document guarantees award of a contract once the bids are opened.  No bidder will be allowed to withdraw his/her bid for a period of forty-five (45) days or until the successful bidder has entered a contract with Uinta County, whichever occurs first. Opened bids shall be available for public review after the contract has been finalized.

Uinta County further notifies all prospective bidders or proposers that this bid is being let in accordance with: Wyoming Statutes § 16-6-101 through 16-6-103, 16-6-111, and 16-6-201 through 16-6-206 which provides for preferences for resident Contractors and laborers; and Wyoming Statutes § 35-11-1209 which provides that Uinta County shall not issue a contract unless the bidder meets certain eligibility requirements.

PUBLIC NOTICE

The purpose of this notice is to inform the public of activity at the closed Evanston No. 1 Landfill, located approximately one mile east of Evanston, just north of Interstate Highway 80, in NE quarter Section 23, T15N, R120W, in Uinta County, Wyoming.

In accordance with Wyoming Solid Waste Rules and Regulations Chapter 2 Section 9(b)(i)(E)(VIII), Chapter 2 Section 14(a)(iii), and Chapter 17 Section 5(c)(i), notice is hereby given that Uinta County, with assistance from the State of Wyoming, Department of Environmental Quality (WDEQ) through the WDEQ Landfill Remediation Program, has completed a Nature and Extent Study and an Assessment of Corrective Measures and intends to implement remedial measures related to groundwater contamination at the closed Evanston No. 1 Landfill.

Remediation is required at the landfill to bring the groundwater back into compliance with groundwater protection standards, particularly with respect to volatile organic compounds (VOCs). To address this issue, a number of injection wells will be constructed at the landfill, after which diluted food-grade vegetable oil, sugars and naturally boosted microbial Dehalococcoides culture will be injected through those wells into the groundwater. This will produce conditions that will speed up the breakdown of the VOCs. Treatment may include multiple rounds of injections that would occur over several years. This remediation action was selected as most appropriate and cost-effective for this site.

After the remedial system is in place, existing groundwater contamination is expected to begin to attenuate, and over time, to return below groundwater protection standard concentrations. During this time, groundwater will be monitored to ensure remedy effectiveness. If over the course of the injections this remedy is deemed unsuccessful, further remedial actions will be evaluated and implemented as appropriate.

Two reports associated with the contamination at this site are available for public review and comment. They are the Nature and Extent Study and the Assessment of Corrective Measures, both completed in 2024. These reports are available to review in person at the Uinta County Courthouse, 225 9th Street, Evanston, WY 82930; and at WDEQ Casper Field Office, 444 West Collins Drive, Suite 1400, Casper, WY 82601. These reports are also available to review online at http://deq.wyoming.gov/shwd/landfill-remediation-program/. (Click on the Project Reports link. Be aware files are quite large and may take time to open or download.)

Any interested person has the right to provide comments on these reports and the selected remediation action. All comments will be considered by the County and WDEQ. The period for providing comments, shall begin on June 25, 2026, and end on August 25, 2026. Comments must be submitted in writing to the Department of Environmental Quality, Solid and Hazardous Waste Division, Suzanne Engels, Administrator, 200 West 17th Street, Cheyenne, WY 82002, or submitted using the DEQ comment portal provided at https://shw.wyomingdeq.commentinput.com/. All written comments must include the name and full mailing address of the person providing the comment and the interest the individual has in the project. If substantial negative comments are filed, a public meeting or hearing will be held by WDEQ at the discretion of the Administrator.

In accordance with the Americans with Disabilities Act, special assistance or alternative formats will be made available upon request for individuals with disabilities.
