PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Bridger Valley Electric Company (Bridger Valley or the Cooperative), for authority to revise its net metering tariff.

  1. Bridger Valley is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
  2. On October 23, 2024, Bridger Valley filed an Application requesting authority to revise its net metering tariff, to be effective October 20, 2024. Bridger Valley’s proposed changes include removing monthly credits or payouts at the Cooperative’s avoided cost and instead crediting members for excess energy with a kilowatt-hour credit the following month.
  3. This is not a complete description of the Application. Bridger Valley’s Application is on file at the Commission’s offices in Cheyenne, Wyoming, and is available for inspection by any interested person during regular business hours or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 17703).
  4. Anyone desiring to file a public comment, statement, intervention petition, protest or request for a public hearing in this matter must file with the Commission in writing on or before December 13, 2024. PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Enbridge Gas Wyoming (Enbridge or the Company), for approval of the 2025 budget and modifications to the ThermWise® Energy Efficiency Programs.

  1. Enbridge is a Utah based division of Enbridge Inc., a Canadian corporation, engaged in the business of supplying energy services in several states, including Wyoming. Enbridge serves approximately 28,000 customers in southwestern Wyoming, including customers in Rock Springs, Green River, Kemmerer, Diamondville, and Evanston. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37 1-101(a)(vi)(D) and 37-2-112.
  2. On October 31, 2024, Enbridge submitted its Application requesting approval of its 2025 budget and modifications to the ThermWise® Energy Efficiency Programs. The Company requests an effective date of January 1, 2025.
  3. Enbridge proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs): [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.
  4. In addition to making minor tariff language changes to improve accuracy in each of the ThermWise® Programs, the Company proposes the addition of certain rebate-qualifying equipment specifications and moving all minimum efficiency of new equipment requirements from the Company’s tariff to ThermWise.com.
  5. Enbridge projects the total 2025 budget for the Programs and Market Transformation Initiative to be $110,591, a decrease of 6% from the 2024 budget. Enbridge states the proposed budget decrease is primarily due to lower forecasted 2025 participation in the Appliance, Builder, Weatherization, and Business programs than was projected in 2024. The Company projects a total natural gas savings of 3,856 Dth per year, 8% below its projected 2024 natural gas savings estimates.

  1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for authority to increase rates to recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to increase rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Tuesday, December 3, 2024, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
  2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. WYO. STAT. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  3. On April 15, 2024, RMP filed an Application requesting authority to revise rates pursuant to two different rate schedules. The Company proposes to increase its Tariff Schedule 95 Energy Cost Adjustment Mechanism (ECAM) rates by approximately $84.3 million to recover deferred NPC. On June 19, 2024, the Company filed an Errata Application which lowered the requested increase of Tariff Schedule 95 to $81.8 million. The Company also proposes to increase its Tariff Schedule 93 REC and SO2 Revenue Adjustment Mechanism (RRA) rates by approximately $2.1 million to account for sales of RECs and SO2 emission allowances.
  4. Wyoming Industrial Energy Consumers (WIEC) and Office of Consumer Advocate (OCA) intervened and requested a hearing. On June 25, 2024, the Commission granted interim approval of the proposed rates in the Errata Application, effective for usage on and after July 1, 2024, subject to further review, refund and hearing.
