National Weather Service Presentation

Kevin Barjenbruch with the National Weather Service in Salt Lake City recognized Josh Rasnake for his work in securing Uinta County as a Storm Ready Community, which prepares the county for hazardous weather, water, and climate events.

Evanston Airport Master Plan

Motion South, second Hatch to approve an Airport Infrastructure Grant (AIG) with the US Dept. of Transportation, Federal Aviation Administration for updates to the Airport Master Plan at the Evanston-Uinta County Burns Field Airport for $255,000 for a 4-year term as requested by Gary Welling, Evanston-Uinta County Joint Powers Board.  3 yes votes, passed.

Sheriff’s Office Grants

Motion Hatch, second South to ratify a Tobacco Inspection Grant renewal for $1,700 with WASCOP to conduct tobacco compliance inspections from January 1, 2024 through June 10, 2024 as presented by Andy Kopp, Sheriff. 3 yes votes, passed.

Motion Hatch, second South to ratify an Alcohol Inspection Grant for $1,700 with WASCOP to conduct alcohol compliance inspections from July 1, 2023 through May 28, 2024 as presented by Kopp.  3 yes votes, passed.

Notice is hereby given that Trout Unlimited is announcing that solicitation to bid information is available for the furnishing of the:

Upper Bear River Riverscape Restoration Project

The project site is located primarily on the Uinta Wasatch Cache National Forest south of Evanston Wyoming.

Trout Unlimited and the United States Forest Service are proposing to restore 35 miles of river among the sub watersheds of the East Fork Bear, West Fork Bear, Stillwater Fork, Hayden Fork, and Mill Creek in Summit County Utah. The project area is primarily on USFS lands. TU and the USFS intend for the proposed restoration to use Low-Tech Process-based Restoration techniques to benefit native Bonneville Cutthroat Trout, Northern Leatherside Chub, and Boreal Toad. 

Notice is hereby provided that any contractor wishing to act as general contractor on the project contact Michael Fiorelli to receive a solicitation bid package. There will be a mandatory pre-bidder meeting which will start at the Evanston Ranger station on September 27th at 9am.  Bids will be due the 6th  of October at 5pm, unless modified at the mandatory site meeting, and selection of a contractor will be made by the 13th of October.

This is not a Request for Proposal. Trout Unlimited is not obligated by this announcement to award any contract.

EVANSTON CITY COUNCIL

Special Meeting

September 12th, 2023

The official record of proceedings for a special meeting of the Evanston City Council was held in the Council Chambers of City Hall on the above date. 

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of meeting were Mayor Williams; Council members; Tim Lynch, Jesse Lind, Mike Sellers and Jen Hegeman.  Council member Evan Perkes was excused.  Council member Dave Welling declared a conflict and was excused.

Staff members present were City Attorney/Prosecutor, Mark Harris; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Finance Clerk, Police Chief, Mike Vranish; Senior Planner, DuWayne Jacobsen; City Engineer, Dean Barker; Community Development Director, Rocco O’Neill; Director of Parks and Recreation, Kim Larson and Information Technology Coordinator, Preston Sheets.

Approve Agenda

Council member Lynch moved, Council member Sellers seconded, to approve the agenda.   The motion passed unanimously with 5 yes votes: Williams, Lynch, Lind, Sellers, Hegeman.

Public Hearing

City Attorney, Mark Harris began the Public Hearing by explaining the legalities of the hearing, and how it would be conducted.  Applicants would be heard from first, followed by those who have questions for the applicant, and finally those opposed to the application. He asked each person speaking to clearly state their name and home address for the record prior to being sworn to testify.

Attorney Harris opened the hearing for CP 191, a request by Dominion Energy for a Conditional Use Permit to allow a public utility use, facility, services, and building at 209 Center Street, Evanston, WY, which is zoned Low Density Residential-Established (LR-E).

J.D. Kesler was sworn in and spoke on behalf of the application.

Ozzie Knezovich was sworn in and spoke on behalf of the application. 

Opposition to the application was presented by RaeAnn Pace, Carole Andersen, Jim Hill, Shawn Saban, Lori Andreason, Dan Morrow, Sheldon Hughes, Trevor Sumsion, Kathy Cook and Darlene Wallace, all were sworn in.

The hearing was closed at the conclusion of presentation of evidence and testimony,

Mayor Williams asked for a motion regarding the application.

Council member Lind moved, Council member Lynch seconded, to approve the Application with conditions.

 The motion passed with 3 yes votes (Williams, Lind, Lynch) and 2 no votes (Sellers, Hegeman).

With no further business to be conducted at this time Mayor Williams adjourned the meeting at 9:00 p.m.

To all persons, firms, or corporations who have any claim for any work done for, or any material furnished to CPCO LLC dba Consolidated Paving and Concrete. for the summer 2023 chip seal project located in Evanston, WY. You are hereby notified that the City of Evanston, Wyoming has accepted as completed, according to the plans and specifications and rules set forth in the contract between the City of Evanston and the aforesaid contractor, the work in connection with the construction of the above, and that said contractor is entitled to final settlement therefore.

You are further notified that upon the 21st of October, 2023, being at least 40 days after the first publication of this notice, the City of Evanston will pay the full amount due under said Contract; and in the event that your claim is not filed with the City Clerk of said City prior to said 21st day of October, 2023, the same shall be waived.
