PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to revise Rule 12 to limit the Line Extension Allowance for certain large load customers, as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers in its service territory consisting of parts of six states, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On August 17, 2023, the Company filed an Application requesting authority to revise Rule 12 to limit the Line Extension Allowance for certain large load customers.
  3. Specifically, RMP seeks authority to limit the Line Extension Allowance to the cost of required metering equipment for customers requesting service greater than 25,000 kVA and delivery at less than 46 kV, effective December 1, 2023, or sooner. Under the current Rule 12, customers requesting loads greater than 1,000 kVA and delivery at less than 46 kV have an Extension Allowance equal to the estimated annual revenue paid to RMP. Large load customers requesting delivery greater than 46 kV have an Extension Allowance equal to the metering equipment.
  4. The Application states large upfront capital investments for infrastructure are necessary to provide service and for RMP to meet its requirements as a utility provider to its large load customers. To reduce the risk to existing customers of incurring the costs of infrastructure and equipment that only benefits the requesting large load customer, these changes are being requested. Large load customer requirements and responsibilities, including the purchase and operation of sole use equipment and the costs associated with installation, are detailed in the Application.
  5. This is not a complete description of RMP’s Application. The Application may also be viewed at the Commission’s office, or online at: https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 17399).
  6. Any intervention request shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.

PUBLIC HEARING NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application for approval of a 3-year Demand Side Management plan and for authority to adjust rates in tariff Schedule 191 The public hearing is set to commence on Thursday, September 21, 2023, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

  1.   2. On February 23, 2023, RMP filed its Application requesting the Commission approve its 3-year DSM plan and for authority to adjust rates in tariff Schedule 191. The Company stated that the 3-year DSM plan is to create transparency, rate stability and certainty, and to enable the Company to manage DSM targets and budgets. The DSM plan includes two new programs for residential customers (Category 1) and small general service customers (Category 2), and large commercial and industrial customers. Proposed revisions to Schedule 191 include adjusting Category 1, 2, and 3 rates, effective January 1, 2024.
  3. All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act, Wyoming Public Service Commission Rules. The Uinta County Commissioners met in regular session on August 15, 2023 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present.   Also present:  Amanda Hutchinson, County Clerk; Andy Kopp, Sheriff; and Loretta Kallas, County Attorney.

Agenda

Motion Hatch, second South to approve the agenda amended to remove the Victim Witness Grant Agreement, include Andy Kopp with a grant modification, Gary Welling with an airport grant, and Eric Wyatt with an invitation.  3 yes votes, passed.

Credit Card Program Amendment

Motion South second Hatch to approve an amendment to the county credit card program transitioning from the Bank of the West Commercial Card program to a BMO card program and amending the payment due date to the 27th of the month effective August 28, 2023 as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed. 

Cooperative Law Enforcement Agreement

Motion Hatch, second South to approve a modification to the Cooperative Law Enforcement Agreement between the Sheriff’s Office and the Uinta-Wasatch-Cache National Forest allocating an additional $5,800 to be used for equipment purchase for the period ending September 30, 2025 as requested by Andy Kopp, Sheriff.  3 yes votes, passed.

Special Prosecution

Motion South, Second Hatch to approve Resolution 23-29, pending name correction, authorizing John P. Worrall, Attorney at Law, to act as special prosecutor in Uinta County in a case with a local conflict of interest as requested by Loretta Kallas, County Attorney.  3 yes votes, passed.

Airport Master Plan Grant

Motion Hatch, second South to approve a grant between Uinta County, City of Evanston, and the FAA for $186,392 for the Evanston-Uinta County Airport/Burns Field Airport Master Plan Update as requested by Gary Welling, Evanston-Uinta Airport Joint Powers Board.  3 yes votes, passed.

Bridger Valley Chamber of Commerce

Eric Wyatt with the Bridger Valley Chamber of Commerce came to invite the commissioners to the Inaugural Bridger Valley Field of Remembrance display honoring the community’s heroes and unsung champions at the Fort Bridger State Park on September 9, 2023 at 10:00.  The flags will be on display September 9th to 15th.
