The Uinta County Commissioners met in regular session on February 7, 2023 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present.   Also present: Amanda Hutchinson, County Clerk.

Agenda

Motion Hatch, second South to approve the agenda amended to include Amanda Hutchinson with Line Item Transfer Request.  3 yes votes, passed.

Air Quality Affidavit

Motion South, second Hatch to approve an affidavit with the Wyoming Dept. of Environmental Quality authorizing Ron Taylor to submit documents electronically as requested by Ron Taylor, Maintenance.  3 yes votes, passed.

Summit Food Services Amendment

R-D Subdivision

Motion Hatch, second South to table the R-D Subdivision pending a letter from the State Engineers Office regarding water plan approval.  Blaine Boyack addressed the commissioners requesting the dissolution of the covenants attached to this subdivision.  3 yes votes, passed.

Auditor Letter of Engagement

Motion South, second Hatch to sign a letter of engagement with DeCoria and Company to perform auditing services for the county for fiscal years 2023, 2024, and 2025 for $60,000, $61,000, and $62,000 respectively per year with an additional $5,000.00 per year if a single audit is needed as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Line Item Transfer

Motion Hatch, second South to approve line item transfers changing how the ARPA funds will be spent.  The funds will be used to cover employee health insurance expenses, the money earmarked for health insurance will be used to fund new fairgrounds bleachers and new courthouse parking structure as presented by Hutchinson. 3 yes votes, passed.

Tax Roll Correction

Motion Hatch, second South to approve a tax roll correction for Clear Creek Storage Company LLC for $4,941.90 from tax year 2020.  3 yes votes, passed.

Citizen Questions

In response to Gilbert Olsen, Amanda Hutchinson said there were no conditions for the payment of ARPA money other that following the Federal guidelines for spending.  In response to the question regarding signs on various county roads, Chairman Anderson answered that the signs were placed in an attempt to discourage drivers who are unfamiliar with the area and weather hazards from traveling on roads with little or no winter maintenance.

The City of Evanston is seeking statements of interest and qualifications from Engineers interested in providing design-bid-build professional services for the construction of  9,000’ of water transmission line.  The new transmission line will deliver water from the E Hill treatment plant and tanks to the twin ridge storage tank.  Work will include professional design, permitting, public bid package, construction management (with observation reports) and project close out.

Notice is hereby given that Uinta County School District Number One will be holding a Public Forum at 6:00 p.m. on Tuesday, February 28, 2023 in the boardroom of the Education Service Center at 537 Tenth Street, Evanston, Wyoming.  

The purpose of the forum is to provide information to and receive input from the community regarding the installation of domes which will provide space for indoor activities such as athletic events, additional practice space, co-curricular activities, instructional areas, and community events. Information will include the scope of the project, square footage ranges, location, and funding options. The agenda includes a short presentation followed by a question and answer period, and time for public comment.  

The forum will be streamed live, and the link can be found on the district’s website (www.uinta1.com) or the district’s Facebook page the day of the notice. In addition, a link will be available on the district website, which will provide project plans and drawings.
