WHEREAS, default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) dated July 31, 2018, executed and delivered by Robert J. Stone to Quicken Loans Inc. and a real estate mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by Robert J. Stone, a married man and Amanda E. WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part there-of, nor has any such suit or proceeding been instituted and the same discontinued; and

Direct Deposit Resolution

County Employee Residency Resolution

Motion South, second Hatch to approve Resolution 23-44 removing the General Employment Residence Provision from the Uinta County Policy and Procedure Manual.  Effective immediately county employees will no longer be required to reside in Uinta County within 90 days of their hire date as presented by Hutchinson.  3 yes votes, passed.

Securities and Exchange Commission Letter

Motion South, second Hatch to approve a letter to the US Security and Exchange Commission (SEC) requesting the proposed rule that would approve the New York Stock Exchange’s (NYSE) listing of Natural Asset Companies be cancelled and no such rule be allowed which would promote the NAC concept as presented by Carl Larson.  3 yes votes passed.

CMAQ Grant

Motion Hatch, second South to approve a grant agreement with WYDOT for $214,848.00 for dust suppression on county roads with a county match of 20% ($42,969.00) as requested by Saralee Gross, Road and Bridge.  3 yes votes, passed.

Access Easement

Motion South, second Hatch to authorize renewing the agreement between AJ Barker, B&H Gravel and Uinta County granting Road and Bridge Dept. use of the Access Easement on the property of AJ Barker to haul purchased goods from the gravel pit operated by B&H Gravel through 12/31/2028 as requested by Dustin Henstra, Road and Bridge Foreman.  3 yes voted, passed.

Motorola Purchase Agreement

Motion Hatch, second South to approve a lease purchase agreement with Motorola for GETAC and DigiTICKET Hardware and Software for Patrol Vehicles for $269,818.00 being paid over a period of 5 years as requested by Andy Kopp, Sheriff.  3 yes votes, passed.

Special Prosecution

Motion South, second Hatch to approve Resolution 23-45 authorizing Clayton M. Melinkovich with the Sublette County Attorney’s Office to act as special prosecutor in Uinta County in a case with local conflict of interest as requested by Loretta Kallas, County Attorney.  3 yes votes, passed.

T-N Subdivision

Kent Williams, Planner, opened a public hearing to allow for comments on the T-N Subdivision, a two lot, Residential zoned subdivision of Part of Lot 5, of the Hysell Subdivision located in Section 5, T14N, R115W.  Eric Wall, Uinta Engineering and Surveying, spoke in favor; Richard Hamilton asked about additional access roads.  Motion South, second Hatch to approve Resolution 23-46 authorizing the T-N Subdivision.  3 yes votes, passed.

Resolution 23-41 Courthouse Usage

Members of the public came to voice their opposition and opinions on Resolution 23-41 declaring that the County Courthouse is not an Open Forum.  Loretta Kallas, County Attorney, provided case law information regarding rulings that stated Courthouses are not open forums.
