PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application for authority to establish new Tariff Schedule 400, Special Contracts (Schedule 400). The public hearing is set to commence on Wednesday, February 9, 2022, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.
On June 28, 2021, the Company filed an Application for approval of proposed Schedule 400 to authorize the Company to enter into special contracts for electric utility service pursuant to Wyo. Stat. § 37-3-116, which allows public utilities to enter into service agreements that comply with the terms of the statute. Proposed Schedule 400 is a general tariff that provides guidelines for customers who qualify for an electric utility service agreement pursuant to Wyo. Stat. § 37-3-116.
Proposed Schedule 400 will be applicable to all customers that meet the eligibility criteria outlined in the tariff’s language. The tariff proposes a framework for eligible customers to negotiate and enter into a special contract or tariff rate. In order to qualify for service under Schedule 400, a customer must meet the following requirements: [i] have a minimum electric service load of 10,000 kilowatts (“kW”); [ii] either demonstrate unique characteristics of load or demonstrate a viable/competitive alternative energy source or business location; [iii] agree to terms, rates, and charges that generate enough revenue to cover incremental costs to provide service to the customer during the term of the contract; and [iv] agree to terms to reasonably contribute to fixed cost recovery. The Wyoming Office of Consumer Advocate and Wyoming Industrial Energy Consumers (WIEC) intervened and requested a hearing.

DISTRICT BUS BARN PAVING
The location consists of the complete demolition and replacement of 3,683 S.Y. of the existing asphalt pavement, pavement base course, and new pavement markings. The new Standard Pavement Section shall be 4-inch-thick plant mix asphalt pavement over 6-inch-thick Grade W Base Course over Stabilization Fabric.
Each Bidder will be required to submit, with their bid, a certified check, or Bid Bond made payable without condition to the Uinta County School District No. 1 in the amount of not less than five percent (5%) of the Bidder’s maximum Bid Price as a guarantee that such Bidder will enter into a contract within five (5) days after the date of the OWNER’S Notice of Award.
Subject to Wyoming Statute 16-6-105, preference is hereby given to materials, supplies, agricultural products, equipment, machinery, and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. B, This process will retain a consultant who will review and update previous economic development and/or tourism studies conducted in/for the region. The consultant will work with UCEDC or any other regional personnel deemed necessary to create and effective implementation plan to pursue the development of the acreage. The implementation plan will include a regional perspective plan to pursue industries in labor force, supply chain, transportation, telecommunication, and other infrastructure. The plan will also include the necessary resources for a successful site development (funding, marketing, personnel, partners, etc.)
This proposal requires professional planning, designing, and engineering. UCEDC is requesting proposals for a site development plan for the 1000 Acre Project. This is an opportunity to integrate research analysis on an economic driving platform of the 1000 Acre Project into a site plan, which in turn could be used to best determine what types of development are the most economically feasible. It is nonessential for the consultant to utilize the entire acreage for a site plan, a variety of acreage site plans may be considered.
Consultants shall include a proposal with all information asked forA. in the RFP, the full cost of the proposal, and proposed schedule of master site completion to UCEDC.
Uinta County Economic Development Commission is seeking professional consulting services to create a site development plan, which maintains the best economic use, of the acreage, fluctuating in the number of acres allocated for a site plan.
