PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to adjust the 2024-2026 3-year demand side management (DSM) plan budget per tariff Schedule 191.

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
  2. On June 27, 2025, RMP filed an Application, pursuant to tariff Schedule 191, requesting the Commission approve its increase to the Category 3 budget in the 3-year DSM plan, effective October 1, 2025. Category 3 includes customers receiving service under non-residential Schedules 33 (Partial Requirements Service, Large General Service – 1,000 kW and Over), 46 (Large General Service, Time of Use – 1,000 kW and Over), and 48T (Large General Service Transmission Delivery, Time of Use – 1,000 kW and Over). RMP proposes to revise the DSM budget for Category 3, approved in Docket No. 20000-632-ET-23, from $4 million to $12.2 million for the 2026 calendar year to meet the increased participation demand from Category 3 customers. According to the Application, the proposed changes result in an improved cost-benefit ratio and increased energy savings for Category 3 and the DSM portfolio. The 3-year DSM plan and associated targets are for 2024-2026. No Schedule 191 rate changes nor any changes to Category 1 or Category 2 DSM budgets are proposed.

First Regular Meeting

July 1st, 2025

The official record of proceedings of the first meeting of the Evanston City Council for the month of July was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Henry Schmidt, Jesse Lind, Mike Sellers and Jen Hegeman. Evan Perkes and David Welling were excused.

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; Police Chief, Mike Vranish; City Engineer, Damon Newsome; Public Works Director, Gordon Robinson; Senior Planner, DuWayne Jacobsen; Director of Parks and Recreation, Kim Larson; City Treasurer, Trudy Lym and Community Development Director, Rocco O’Neill. City Clerk, Diane Harris; Information Technology Coordinator, Preston Sheets, Police Lieutenant, Ken Pearson and several Evanston Police Officers.  City Treasurer, Trudy Lym was excused.   A group of interested citizens was also present.

Council Comments

Council members spoke about how supportive the community was for two participants that are playing in the Junior Americas Cup, they reminded everyone to shop local, and be mindful of Veterans on the 4th who have PTSD.  Public Lands – voices matter.  Sympathy for the family of Jon Lunsford who passed away.  He was on the City Council and Fire Chief for many years.

ORDINANCE 25 -04

Council member Sellers moved, Council member Lind seconded, to pass Ordinance 25-04 on third and final reading.

AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTION 24-71 A., THE CODE OF THE CITY OF EVANSTON, WYOMING RELATING TO SIGN PERMIT FEES AND PROVIDING FOR SETTING OF SIGN PERMIT FEES BY RESOLUTION ADOPTED BY THE EVANSTON CITY COUNCIL.

WHEREAS, Section 24-71 A. of the City Code currently sets sign permit fees at an amount equal to one half of one percent of the value of the construction costs of a proposed sign, or five dollars, whichever amount is greater; and

WHEREAS, other development and planning fees are set by annual resolution of the City Council as part of the annual budget process; and

WHEREAS, there is a need to amend Section 24-71 A. of the City Code to permit setting of sign permit fees by resolution of the City Council to be consistent with other fee setting by the City;

NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT:

Section 1: Section 24-71 A. of the Evanston City Code is amended and re-enacted to provide as follows:

  • 24-71. Fees.
  1. The permit fee shall be set and established by the governing body of the City of Evanston in its annual budget resolution. A fee shall be collected for each separate sign. Any and all signs of the City of Evanston shall be exempt from assessment or payment of any such fees.

Section 2: This ordinance shall be effective on passage on third and final reading.
