Woman charged with felony police interference

EVANSTON — An Evanston woman, Diseree Zacher, 41, has been charged with two felony counts of interference with a peace officer after trying to drive away while police officers, who were attempting to cite the woman for trespassing, were attached to her vehicle.

On Wednesday, Feb. 19, Evanston Police Department (EPD) responded to a call regarding Zacher from Smith’s Pharmacy in Evanston. According to a court affidavit, Zacher had been trying to fill a prescription for narcotics and was denied.

“They could not fill her prescription, as she had been med seeking at several doctor offices and pharmacies,” the document states. When EPD arrived, they were asked to trespass Zacher.

“Diseree stated that she understood, but would not leave until she spoke with the store manager,” and was informed that she was welcome to do so but off the property, the affidavit states. Zacher then locked herself inside her Chevy Silverado to call store management, despite the officer informing her to leave the premises.

“[Dispatch] advised officers that Diseree was currently on 911 stating she was being harassed by the officers,” the affidavit states. Zacher then allegedly opened the vehicle window and officers tried to pull her out of the vehicle for trespassing. She then put the vehicle in gear and began driving away while the officer was “leaning into the truck,” though he was pulled out of the vehicle by a backup officer “before he was dragged any significant distance.”

Zacher reportedly sped out of the parking spot at a high rate of speed past pedestrian patrons of Smith’s “with total disregard for the safety of those in the parking lot.”

She eventually stopped near the electric charging stations in the parking lot when the officers reengaged her at each door of her vehicle, according to court documents.

“Diseree put the truck into drive with both officers inside the vehicle with her,” the affidavit states. One of the officers was able to put the vehicle in park, at which point Zacher was forcibly removed from the truck “screaming ‘police brutality’ and her various medical ailments.”

She was arrested and transported to Evanston Regional Hospital (ERH) for further evaluation before being booked into the Uinta County Jail. 

Arraigned in district court on Monday, March 3, Zacher pleaded not guilty to all charges and a trial is scheduled for July 8. 

Zacher, also charged with three misdemeanors from the incident, faces up to 22.5 years in prison as each felony charge carries up to 10 years behind bars and/or up to $1,000 fine. The misdemeanors — a third count of interference with a peace officer, one count of reckless endangering, and criminal trespass — carry between six months to a year each and up to a $1,000 fine a piece.
