Specialty license plate bill passes in Senate moves to the House

Bryson Quinney was born with only half a heart and when he was four days old he had his first heart surgery. Over the next several years he had three open heart surgeries but he began to experience serious health issues. In 2019, at age thirteen, Bryson was put on the donor waiting list for a heart transplant.
