PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for a Deferred Accounting Order to record a regulatory asset associated with incremental costs related to third-party liability for wildfires in Oregon, as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On June 21, 2023, pursuant to Wyoming Statutes §§ 37-2-112 and 37-2-115, the Company filed an Application requesting the Commission issue a Deferred Accounting Order to record a regulatory asset associated with incremental costs related to third-party liability for wildfires in Oregon.
  3. RMP seeks authority from the Commission to record and defer, for possible future recovery, incremental costs associated with third party claims from the September 2020 Oregon wildfires. The costs identified, accounted, and tracked are the litigation costs that may exceed the Company’s allocated costs included in the approved rate tariff.
  4. RMP is not currently seeking recovery of these costs from customers. The requested Deferred Accounting Order, if approved, will enable the Company to seek recovery in the future. If approved, deferred costs will be recorded in Federal Energy Regulatory Commission (FERC) Account 182.3.
  5. The total amount of the potential deferral is unknown. Current liabilities are approximately $90 million. Deferred accounting will assist the Company in the ability to track and recover the continuing expenses resulting from the litigation.
  6. This is not a complete description of RMP’s Application. Second Regular Meeting

June 20th, 2023

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.

Council member Perkes led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Jesse Lind, Evan Perkes, David Welling, Jen Hegeman and Mike Sellers.

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Amanda Kirby; City Clerk, Diane Harris; Public Works Director, Gordon Robinson; City Treasurer, Trudy Lym; Police Chief, Mike Vranish; Director of Parks and Recreation, Scott Ehlers; Director of Engineering and Planning, Dean Barker and Community Development Director, Rocco O’Neill. Council Comments

The Council members expressed appreciation to City Treasurer, Trudy Lym for all the work she put into preparing the Budget.

Council member Sellers commented that it is good to have the streetlight on Hwy 150 in place again.

Council member Hegeman mentioned that she attended the Ceremony of the VFW rededicating the graves of five Veterans that had not been recognized.  She stated that it was an honor and a privilege to attend.  She also reminded everyone to support the businesses on Lincoln Highway.  She commented that they will be struggling due to the cancellation of the Rodeo Series this summer.

Public Hearing

Annual Budget 2023-2024

City Attorney, Amanda Kirby conducted a public hearing to receive public information, input, comments, and concerns for the City of Evanston Fiscal Year 2023-2024 Annual Budget. City Treasurer, Trudy Lym, gave an overview and summary of the upcoming budget. No one addressed the issue and Ms. Kirby closed the hearing.

Council member Sellers moved, Council member Welling seconded, to approve the following Consent Agenda Items:

The official record of proceedings for a special meeting of the Evanston City Council was held in the Conference Room of City Hall on the above date. 

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
