WHEREAS NOTICE IS HEREBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred.  The Note is secured by a Mortgage dated May 24, 2006 and recorded on May 31, 2006 at REC # R131058 Book 864, Page 827  in the records of Uinta County, Wyoming from John V. Clark, to Primary Funding Group for the amount of $152,000.00.  The Mortgage having been assigned to and now in possession of Wells Fargo Bank N.A., as Trustee, for Carrington Mortgage Loan Trust, Series 2006-NC4 Asset-Backed Pass-Through Certificates., through assignments recorded on May 31, 2006 at REC# R131059 Book 864, Page 843 and April 14, 2023 at REC# 1138825 Book 2052, Page 678 in the records of Uinta County, Wyoming.

WHEREAS the Mortgage contains a power of sale, which by reason of the default that has occurred, the Mortgagee has declared to become operative, and no suit or proceeding has been instituted to recover the debt secured by the Mortgage, or any part thereof, nor has any suit or proceeding instituted and the same discontinued and:

WHEREAS written Notice of Intent to Foreclose by Sale and Advertisement has been served upon the record owner and party in possession of the mortgaged premises at least ten (10) days prior to commencement of the publication, and the amount due upon the Mortgage at the date of first publication of this notice of sale being the total sum of $120,368.58 which consists of the unpaid principal balance of $117,215.06, plus outstanding charges, attorney fees, costs expected, accruing interest and late charges after the date of first publication of this notice.

First Regular Meeting

May 2nd, 2023

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of May was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Council member Welling led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Jesse Lind, David Welling, Mike Sellers and Jen Hegeman.  Evan Perkes was excused.  The motion passed unanimously with 6 yes votes:  Williams, Lynch, Lind, Welling, Sellers, Hegeman. 

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Amanda Kirby; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Chief, Mike Vranish; Director of Parks and Recreation, Scott Ehlers; Information Technology Coordinator, Preston Sheets; Public Works Director, Gordon Robinson; Director of Engineering and Planning, Dean Barker and Community Development Director, Rocco O’Neill.  A group of interested citizens was also present.

Council Comments

Council member Lind reminded everyone that the Youth Club Dinner is May 19th, there is still time to get tickets.  He reported that the Golf Course will open this weekend.

Council member Sellers commented how much he has enjoyed looking at the photos that Department Heads have submitted for the Caselle Photo Contest.

Council member Hegeman stated that she will be riding her motorcycle in the National Veterans Awareness Ride on May 18th from Coalville.

Mayor Williams reminded everyone that May is typically the highest runoff month in the area and that there may be flood danger and concerns.

Resolution 23-33

Council member Sellers introduced Resolution 23-33.  Council member Sellers moved, Council member Lynch seconded, to adopt Resolution 23-33.

The Uinta County Commissioners met in regular session on May 2, 2023 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present.   Also present:  Andy Kopp, Sheriff; Kerri Wright, Clerk of District Court; and Amanda Hutchinson, County Clerk.

The Wyoming Department of Transportation will receive bids electronically through Public Purchase until 11:00 A.M. on May 23, 2023 at which time they will be publicly opened and read for FURNISHING SNOW REMOVAL AT THE EVANSTON PORT OF ENTRY.  All interested contractors are urged to visit the job-site and inspect the required work as well as conditions affecting the work prior to bidding this job. Appointments to inspect the job‑site can be made by contacting: Lanae Wynn, Port Supervisor, Evanston, Wyoming at Telephone No. (307) 789-3538.  No additional payments will be allowed for work required and not included in the bid price due to the Contractor’s failure to make job-site inspection. Notice is further given that all persons indebted to the decedent or to the estate are requested to make immediate payment to the undersigned at P.O. Box 770, 822 Main Street, Evanston, Wyoming 82931.

Creditors having claims against the decedent or the estate are required to file them in duplicate with the necessary vouchers, in the office of the Clerk of said Court, on or before three (3) months after the date of the first publication of this Notice, and if such claims are not so filed, unless otherwise allowed or paid, they will be forever barred.
