The official record of proceedings of the first regular meeting of the Evanston City Council for the month of February was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Council member Perkes led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Council Comments
Council member Lind and Council member Perkes commented that it was good to see people attending the meeting.
Council member Sellers congratulated the EHS Classics and EHS Cheer Teams on their State Championships. He also reminded everyone that the Jumpstart Program is in full swing, but it is not too late to start. He reminded everyone to watch for people that are struggling and to remember that the U.S. National Suicide Prevention Lifeline is 988 or text “WYO” to 741-741 for the Crisis Text Line.
Council member Hegeman read a statement she had prepared concerning Resolution 24-06, concerning not recusing herself despite City Attorney, Mark Harris suggesting she do so.
Mayor Williams also congratulated the EHS Classics and EHS Cheer on their State Championships.

Councilmember Perkes moved to confirm the appointments and Councilmember Lynch seconded the motion.
After a brief discussion, Council member Welling requested the appointments be divided and voted on individually, whereupon Mayor Williams appointed Maryl Thompson to the Evanston Planning Commission for a three-year term expiring January of 2027. Council member Welling moved to confirm the appointment and Council member Lind seconded the motion. Maryl Thompson was appointed by a unanimous vote.

It is anticipated that the building(s) will be constructed in at least two phases. When the facility becomes operational it is estimated that it will initially employ between five to nine employees and may eventually employ as many as thirty-five to forty-five employees.
The appraised value of the real property is $420,000.00. The purchase price for the real property is $327,559.67. The hearing is to provide information so the governing body can determine whether the use of the Property as proposed by Peak Ventures, LLC will benefit the economic development of the municipality pursuant to Wyo. CITY OF EVANSTON PUBLIC NOTICE
The City of Evanston Community Development Office has petitioned the Evanston City Council to adopt a resolution for the enlargement of a Use Control Area under W.S.§ 35-11-1609 on a portion of its real property at 1446, 1448, and 1500 Main Street, Evanston, Wyoming. The property is the Evanston Roundhouse and Rail Yards Complex. To obtain public input, the Governing Body of the City of Evanston will hold a public hearing on March 5, 2024 at 5:30 pm to listen to public comment.
The property is owned by the City of Evanston and has been redeveloped in phases by the City for various uses designed to benefit the community. This property has historically been used as a rail yard and as a railcar maintenance and tank cleaning facility. Because of past practices, organic and inorganic contaminants have been detected in both soils and groundwater at the site. An enlarged Use Control Area is being requested for the site to ensure that certain uses of the property are prohibited. The property will be suitable for industrial/commercial use. The following uses of the property within the Use Control Area will be prohibited: residential, nursing home, daycare, and hospital or hospice.
For further information regarding the Use Control Area, you may contact the Wyoming Department of Environmental Quality Project Manager, Fernando Hernandez (307) 335-6970, or the City of Evanston Director of Community Development, Rocco O’Neill (307) 783-6470. A public hearing regarding the City of Evanston’s petition for the expansion of a Use Control Area will be held by the Governing Body for the City of Evanston on March 5, 2024 at 5:30 pm., in City Hall, 1200 Main Street. The issue will then be presented the Evanston City Council for approval or disapproval.
If you wish to submit letters or written comments to be included in the packet for the City Council members, you must submit them to 1200 Main Street by 5:00 p.m. on February 23, 2024. You may also attend the public hearing and present written and/or oral comments.
