Second Regular Meeting

December 20th, 2022

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of December was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.

Council member M. Welling led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Dave Welling, Mike Sellers and Mikal Welling.

Staff members present at the start of the meeting were: Police Chief, Mike Vranish; City Clerk, Diane Harris; Director of Parks and Recreation, Scott Ehlers; Senior Planner, DuWayne Jacobsen; Public Works Director, Gordon Robinson; City Attorney, Dennis Boal; City Engineer, Dean Barker and Community Development Director, Rocco O’Neill.  City Treasurer, Trudy Lym was excused.

Approve Agenda

Council member Welling moved, Council member Ottley seconded, to approve the agenda.  The motion passed unanimously with 7 yes votes:  Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling.

Council Comments

Council member Perkes wished everyone Happy Holidays. Council member Welling wished everyone a Merry Christmas and safe New Year. Council member Sellers wished everyone a Merry Christmas and reminded everyone the new Suicide Prevention hotline is 988.  He also encouraged everyone to shop local.  Council member M. Welling wished everyone a Merry Christmas and thanked Mayor Williams, the City Council, and the City Staff for his four years on the City Council. He mentioned that it was a great experience.

Resolution 22-86

Council member Ottley introduced Resolution 22-86.  Council member Ottley moved, Council member Sellers seconded, to adopt Resolution 22-86.

A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE STATE FORESTER FOR THE CITY OF EVANSTON TO BE OFFICIALLY RECERTIFIED AS A TREE CITY USA FOR YEAR 2023.

The motion passed unanimously with 7 yes votes:  Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling.

Resolution 22-87

Council member M. Welling introduced Resolution 22-87.  Council member M. Welling moved, Council member Welling seconded, to adopt Resolution 22-87.

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON APPROVING CHANGE ORDER NO. 003 FOR THE AVALON INTERNATIONAL ALUMINUM, LLC SITE PREPARATION AND UTILITY PACKAGE PROJECT IN THE CITY OF EVANSTON.

The motion passed unanimously with 7 yes votes:  Williams, Lynch, Ottley, Perkes, Welling, Sellers,  M. Welling.

Motion - Council member Ottley moved, Council member Perkes seconded, to release the Retainage and make a final payment to Lewis and Lewis, a Kilgore Company, subject to receiving the final pay application and approval from the Architect for the Avalon International Aluminum, LLC project.

The motion passed unanimously with 7 yes votes:  Williams, Lynch, Ottley, Perkes, Welling, Sellers,  M. Welling.

Department Comments

The City of Evanston Department Heads each commented on how great it has been to work with outgoing Council members Ottley and M. Welling.  They also expressed heartfelt gratitude to City Attorney Dennis Boal for his many years of service and knowledge. 

Mayor Williams presented outgoing Council members Ottley and M. Welling with a crystal plaque in appreciation of their years of service to the City of Evanston.  Mayor Williams commented that they served the community well.  Mayor Williams also expressed utmost appreciation and gratitude to City Attorney for his thirty plus years of service to the City.  Mayor Williams was especially grateful for the last eight years as Mr. Boal offered his guidance and advice.  Mayor Williams expressed how much Mr. Boal will be missed.

Adjournment 

With no further business to be conducted at this time Mayor Williams adjourned the meeting at 5:53 p.m.

The Uinta County Commissioners met in regular session on December 20, 2022 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Brent Hatch was present; Commissioner Mark Anderson was excused.   Also present: Amanda Hutchinson, County Clerk.

Agenda

Motion Hatch, second South to approve the agenda amended to remove the Summit Food contract, and add Amanda Hutchinson with a Stop Loss agreement. 2 yes votes, passed.

Fort Bridger Airport

Motion Hatch, second South to approve the renewal of Task Order #45-23-006-001 with JUB Engineers, Inc. for engineering services at the Fort Bridger Airport for an amount not to exceed $10,000 for calendar year 2023 pending verification of a Sovereign Immunity clause in the parent agreement as requested by Jeff Breininger, Maintenance.  2 yes votes, passed.

Motion Hatch, second South to approve the Federal Fiscal Year End reports and the Outlay Report and Request for Reimbursement for the 2 open grants at the Fort Bridger Airport as requested by Breininger.  2 yes votes, passed.

Direct Deposit Resolution

Motion Hatch, second South to approve Resolution 22-49 authorizing county payroll to be distributed via direct deposit for those that participate as presented by Amanda Hutchinson, County Clerk.  2 yes votes, passed.

E-911 Resolution

Motion Hatch, second South to approve Resolution 22-50 authorizing the assessment of $0.75 per telecommunication line per month as presented by Hutchinson.  2 yes votes, passed

Official Newspaper Designation

Motion Hatch, second South to designate The Uinta County Herald as the county’s official newspaper as requested by Hutchinson.  2 yes votes, passed.

2023 Mileage Rate

Motion Hatch, second South to adopt the 2023 IRS reimbursement rate of $0.625, for use of personal vehicles for county business as presented by Hutchinson.  2 yes votes, passed.

Stop Loss Carrier

Motion Hatch, second South to authorize Chairman South to sign a contract, once available, to change the Stop Loss carrier for the County’s health insurance to Pareto Captive of Tennessee LLC pending attorney review as requested by Hutchinson.  2 yes votes, passed.

COMMUNITY DEVELOPMENT BLOCK GRANT

FIRST PUBLIC HEARING NOTICE

Notice is hereby given that The Town of Randolph will hold a public hearing on Wednesday, January 11, 2023 @ 7 PM at 20 South Main, Randolph, UT 84064 in the Town Office.  The Town of Randolph is eligible to apply to the Utah Department of Workforce Services for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the State of Utah, Housing and Community Development Division (HCD).  The Town of Randolph is eligible to apply for CDBG funding provided that The Town of Randolph meets the applicable program requirements. 

The purpose of the public hearing is to provide citizens with pertinent information about the CBDG program and to allow for discussion of possible applications.  This public hearing will cover eligible activities, program requirements, and expected funding allocation in the region.  The CDBG Program can fund a broad range of activities, including but not limited to: construction of public works and facilities, e.g., water and sewer lines, fire stations, acquisition of real property, and provision of public services such as food banks or homeless shelters.  In the event that The Town of Randolph chooses to apply for CDBG funding, a second public hearing will be held at a later time to discuss the project.  Further information can be obtained by contacting April Groll at 435-793-3185,
