Second Regular Meeting
December 17th, 2024
The official record of proceedings of the second meeting of the Evanston City Council for the month of December was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Council member Lynch led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman.
Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; City Treasurer, Trudy Lym; City Engineer, Damon Newsome; Community Development Director, Rocco O’Neill; Public Works Director, Gordon Robinson; Police Chief, Michael Vranish; Senior Planner, DuWayne Jacobsen and Director of Parks and Recreation, Kim Larson. Information Technology Coordinator, Preston Sheets was excused. A group of interested citizens was also present.

Council Comments
Council members expressed gratitude for Council member Lynch’s service on the City Council. They also spoke about Service members away from home and pay attention to people struggling this time of year. They also wished everyone Merry Christmas and Happy New Year.

Notice is hereby given that the Wyoming Department of Transportation has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming and Avail Valley Construction-WY,LLC, The Contractor, on Highway Project Number PEG2331 & PEG2A01 in Lincoln, Sublette, Sweetwater and Uinta Counties, consisting of stockpiling and miscellaneous work and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on February 11, 2025.

NOTICE IS HEREBY PUBLISHED that Uinta County Commissioners have accepted as completed all work on the Uinta County Fairgrounds Grading and Storm Drain Project according to the plans, specifications and rules set forth between Uinta County Commissioners and SCI, Inc. and the Contractor is entitled to settlement thereof.
Final payment will be made after the completion of publication of this Notice. The date of first publication is December 24th, 2024, and the date of final settlement will be after February 3rd, 2025, and when all punch list items are complete.
Any claim or claims for work or labor due, or for materials or supplies furnished, must be accordingly filed with Uinta County prior to the above published date of final settlement.

The board will consider regular monthly business that comes before the board. The public is invited and welcome to attend.

FORECLOSURE SALE NOTICE
WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated June 18, 2021, executed and delivered by Daniel Fivas and Sara Cooper (“Mortgagors”) to First Guaranty Mortgage Corporation dba goodmortgage.com and a real estate Mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by said Mortgagors, to said Mortgagee, and which Mortgage was recorded on August 2, 2021, at Reception No. 1109840, in Book 2023, at Page 158-173 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Uinta County, State of Wyoming;

WHEREAS, a Judgment was entered by the Uinta County District Court on December 2, 2024 and recorded on December 3, 2024, in Book 2075, at Page 447-451, at Reception No. 1165220, for the amount of $193,906.62, plus interest, costs expended, late charges, and attorney’s fees accruing thereafter through the date of sale, and ordering the foreclosure of the real property referenced below pursuant to Wyoming’s Foreclosure Statutes;
WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid; and
WHEREAS, if the foreclosure sale is set aside for any reason, the Purchaser at the sale shall be entitled only to a return of his/her/its money paid. The Purchaser shall have no further recourse against the Mortgagee, Mortgagor, Servicer or their attorneys;
