Second Regular Meeting
December 17th, 2024
The official record of proceedings of the second meeting of the Evanston City Council for the month of December was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Council member Lynch led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman.
Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; City Treasurer, Trudy Lym; City Engineer, Damon Newsome; Community Development Director, Rocco O’Neill; Public Works Director, Gordon Robinson; Police Chief, Michael Vranish; Senior Planner, DuWayne Jacobsen and Director of Parks and Recreation, Kim Larson. Information Technology Coordinator, Preston Sheets was excused. A group of interested citizens was also present.

Council member Welling moved, Council member Hegeman seconded, to approve the agenda including additions.

Council Comments
Council members expressed gratitude for Council member Lynch’s service on the City Council. They also spoke about Service members away from home and pay attention to people struggling this time of year. They also wished everyone Merry Christmas and Happy New Year.

The Uinta County Commissioners met in regular session on December 17, 2024 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Eric South and Commissioner Brent Hatch were present. Also present: Amanda Hutchinson, Clerk; and Andy Kopp, Sheriff.
Agenda
Motion Hatch, second South to approve the agenda amended to include Taylor Kofoed presenting for Kimberly Silvester and adding a Crack Seal contract, and Gary Welling with Thermwise Rebates. 3 yes votes, passed.
Airport Hangar Lease
Motion South, second Hatch to approve a lease for Fort Bridger Airport Hangar #1 with Wyatt Branham for $900.00 per quarter pending written vacation notification from Charlie Bluemel, and receipt by Wyatt Branham of his airplane as requested by Amanda Hutchinson, County Clerk.
E-911 Resolution
Motion Hatch, second South to approve Resolution 24-45 authorizing the assessment of $0.75 per telecommunication line per month as presented by Hutchinson.
Direct Deposit Resolution
Motion South, second Hatch to approve Resolution 24-46 authorizing county payroll to be distributed via direct deposit for those that participate as requested by Hutchinson. 3 yes votes, passed.
2025 Mileage Rate
Motion Hatch, second South to adopt the 2025 IRS reimbursement rate for use of personal vehicles for county business as presented by Hutchinson. 3 yes votes, passed.
Emergency Management Performance Grant
Motion South, second Hatch to approve an Agreement with the Department of Homeland Security for the Emergency Management Performance Grant (EMPG) for $28,958.00 with a county match of $28,958.00 for October 1, 2023 through September 30, 2025 as requested by Josh Rasnake, Emergency Management. 3 yes votes, passed.
CMAQ Grant
Motion Hatch, second South to approve a grant agreement with WYDOT for $250,488.00 for dust suppression on county roads with a county match of 20% ($62,622) as requested by Amanda Hutchinson, County Clerk. 3 yes votes, passed.
Fort Bridger Airport
Motion South, second Hatch to approve the Federal Fiscal Year End reports and the Outlay Report and Request for Reimbursement for the two open grants at the Fort Bridger Airport as requested by Taylor Kofoed, JUB Engineering. 3 yes votes, passed.

FORECLOSURE SALE NOTICE

WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid; and

NOTICE IS HEREBY PUBLISHED that the Town of Bear River has accepted as completed all work on the Town of Bear River Hwy 89 Urbanization Project according to the plans, specifications and rules set forth between Town of Bear River and Gregco, LLC. and the Contractor is entitled to settlement thereof.
Final payment will be made after the completion of publication of this Notice. The date of first publication is December 24th, 2024, and the date of final settlement will be after February 3rd, 2025, and when all punch list items are complete.
Any claim or claims for work or labor due, or for materials or supplies furnished, must be accordingly filed with the Town of Bear River prior to the above published date of final settlement.
