The Uinta County Commissioners met in regular session on May 20, 2025 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present. Also present: Amanda Hutchinson, County Clerk; and Andy Kopp, Sheriff.

Agenda

Motion South, second Hatch to approve the agenda amended to include a letter of notification.  3 yes votes, passed.

Scholarship Awards

Motion Hatch, second South to award the County Commissioners $1,000 scholarships to Maggie Davis and Brenner Lym.  Commissioner South recused himself, 2 yes votes, passed.

Fort Bridger Airport

Motion South, second Hatch to sign a contract and Notice to Proceed with American Road Maintenance for work on the 2025 Seal Coat and Mark Pavements project at the Fort Bridger Airport for $144,313.50 as requested by Jeff Breininger, Maintenance.  3 yes votes passed.

Transfer of Entitlements

Motion Hatch, second South to approve the transfer of $30,890 for fiscal year 2025 and $119,110 for fiscal year 2024 from Fort Bridger Airport Entitlements to Miley Memorial Field as requested by Breininger.  3 yes votes, passed.

Motion Hatch, second South to approve the transfer of $668 for fiscal year 2022, $118,442 for fiscal year 2023, and $30,890 for fiscal year 2024 from Fort Bridger Airport Entitlements to Hunt Field as requested by Breininger.  3 yes votes, passed.

Youth Camp Fee Resolution

Motion Hatch, second South to adopt Resolution 25-13 authorizing an increase in the Youth Camp fees effective July 1, 2025 and continuing until amended as requested by Carson Lowry, Environmental Services.  3 yes votes, passed. 

Landfill Tipping Fees

Motion Hatch, second South to approve Resolution 25-14 authorizing an increase in tipping fees at the landfills effective June 1, 2025, due to an increase in future closure and post-closure costs as requested by Ron Taylor, Environmental Services.  3 yes votes, passed.

VDCI

Motion South, second Hatch to table an agreement with Vector Disease Control International (VDCI) pending further budget discussions.  3 yes votes, passed.

Motion South, second Hatch to table a lease agreement with Vector Disease Control International, LLC (VDCI) pending further budget discussions.  3 yes votes, passed.

Final Proof of Loss

Motion South, second Hatch to approve the Final Proof of Loss for $202,975.00 for water damage to the Courthouse roof and ceiling tiles as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Notice of Elected Office Vacancy

Motion Hatch, second South authorizing Chairman Anderson to sign a letter notifying the Republican Party of the resignation of Lori Perkins, County Assessor. 3 yes votes, passed.

Storm Water Permits

Motion South, second Hatch to authorize Chairman Anderson to sign seven Storm Water Permit Applications with a $100 annual fee per permit as requested by Dustin Henstra, Road and Bridge Foreman.  3 yes votes, passed.

Grazing Lease Agreement

Motion Hatch, second South to approve the lease agreement authorizing leasing 50 acres located in the W1/2 of Section 26, T15N R120W for livestock grazing to Craig and Renita Hurdsman for $300 per month as requested by Gary Welling, Planning and Zoning.  3 yes votes, passed.

Public Comment

Harriet Beck addressed the commissioners regarding the lack of signage outside the courthouse directing those that need accessible entry to the accessible entry doors, she also commented that the courthouse restroom is not handicap accessible.

Request for Proposals

Notice is hereby given that Uinta County School District No.1 and the Wyoming State Construction Department, School Facilities Division have issued a Request for Proposal (“RFP”) from firms/individuals for Design Services in support of Davis Middle School Building Electrical System Renovation/Upgrade (“the Project”).

General Conditions

Sealed bids are requested on the following list of materials, articles, or services for delivery to the school or department designated, subject to the conditions of this invitation.

This invitation is supplied in duplicate. Submit one copy of the completed bid in an envelope clearly marked “BID” and include the above reference number. The duplicate copy is to be retained by the bidder.

Bids, to receive consideration, must be received prior to time designated in this invitation, and none will be accepted thereafter.

Bid forms must be signed by an officer or member of the bidding firm, who is authorized to legally bind the firm.

All bids shall be effective from the date of opening until the date specified in special conditions of bidding, and no bid may be withdrawn prior to that time.

In order to be eligible to respond to this bid request, the bidder must meet all of the following qualifications:

Licensed - The bidder must be licensed to conduct business in the State of Wyoming, County of Uinta and City of Evanston. The bidder must also have the necessary physical therapy licensing from the State of Wyoming to perform the physical therapy services required in the bid specifications. Proof of licensing under this paragraph must be submitted with the bid.

Non-Discrimination - The bidder must comply, at all times during the bidding and contractual period, with all applicable federal, state, county, and city anti-discrimination laws, ordinances, rules, and regulations. Any violations of this provision shall be considered a violation of a material provision of the physical therapy contract and shall be grounds for cancellation, termination, or suspension.

Worker’s Compensation. The bidder must be able to comply with the provisions of the Wyoming Workers Compensation Act, and all other legislation, federal and state, applicable to the work described herein, and to make all payments, returns and reports required by these acts.

General Liability Insurance: Bidder shall provide current general liability insurance certifications in the amounts requested by the bid specifications. Failure to submit current insurance certifications with the bid may be cause for disqualification of submitted bid. No work will commence, or service be provided under any contract or bid, until all insurance requirements have been approved by Uinta County School District Number One.

It is to be understood that the bidder, if awarded an order or contract, agrees to indemnify and hold harmless Uinta County School District Number One from any suits or demands for payment that may be brought against it for the use of patented material, process, article or device that may enter into the manufacturer or form a part of the work covered by either order or contract. Bidder further agrees to indemnify and hold harmless Uinta County School District Number One from suits, claims or causes of actions of every nature and description brought against it for or on account of injuries or damages received or sustained by any party or for any of the acts of the contractor, his servants or agents.

Federal Excise Tax, Sales Tax or Use Tax is not applicable to any purchase made for use by Uinta County School District Number One. Bids should not include any such taxes. Purchase exemption information can be provided as needed.

Uinta County School District Number One hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, age or national origin in consideration for an award. Bidders awarded any contracts hereby agree not to discriminate against any person who performs work because of race, color, sex, age or national origin or ancestry.

Uinta County School District Number One reserves the right to reject any or all bids, to waive any informality or technical defects in the bids, and unless otherwise specified by Uinta County School District Number One or by the Bidder, to accept any item or group of items in the bid, as may be in the best interest of Uinta County School District Number One.

Uinta County School District Number One prohibits direct or indirect conflicts of interest, gratuities, and kickbacks to employees of Uinta County School District Number One for supplies or services. Any such conflict of interest must be reported by the bidder immediately. If a conflict of interest is found in connection to a bid, the bid will be rejected and the bidder may be disqualified from bidding with Uinta County School District Number One in the future. Law enforcement will be immediately notified of any potential criminal misconduct in connection with any conflict of interest.

Second Regular Meeting

May 20th, 2025

The official record of proceedings of the second meeting of the Evanston City Council for the month of May was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Henry Schmidt, Jesse Lind, Dave Welling, Mike Sellers and Jen Hegeman.  Evan Perkes was excused.

Department Comments

Gordon Robinson, Public Works Director, commented on the Spring Cleanup and Rocky Mountain Power assisting with picking items up.  He also commented that it is National Public Works Week.

Citizens spoke about use of public funds supporting organizations that have lobbyists, supporting Seniors in our Community, appreciation to Public Works for cleaning up the Evanston City Ditch, and handicap accessible parking and doors.
