Second Regular Meeting
March 18th, 2025
The official record of proceedings of the second meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.
Council member Perkes led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman. Henry Schmidt and Jesse Lind were excused.
Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Community Development Director, Rocco O’Neill; Information Technology Coordinator, Preston Sheets; Police Chief, Mike Vranish; Public Works Director, Gordon Robinson; City Engineer, Damon Newsome and Director of Parks and Recreation, Kim Larson. A group of interested citizens was also present.

Consent Agenda

Parade Route/Street Closure - requested by the VFW Auxiliary for the 2025 Veterans’ Awareness Ride on Thursday, May 15th. The ride will enter town at Exit 6, to 9th Street between Main Street and Front Street at approximately 5:20 p.m. Street closure on 9th Street between Front Street and Main Street for Bike Parking.
Parade Route/Street Closure - requested by the Silverwood Rally & Rodeo/VFW Auxiliary for a biker parade on Friday, May 23rd to the Uinta County Fairgrounds, coming back and ending on 9th between Main Street and Front Street. Street closure on 9th Street between Front Street and Main Street for Bike Parking on Friday, May 23rd and Saturday, May 24th.

Final Payment

The Uinta County Commissioners met in regular session on March 18, 2025 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present. Also present: Amanda Hutchinson, County Clerk; and Andy Kopp, Sheriff.

Communication Site Lease Agreement
Motion South, second Hatch to renew a 5 year agreement with Union Telephone allowing them to lease a 100’ x 100’ parcel of land within Section 2, T12N R117W, 6th P.M. for a communications site for the purpose of providing wireless cellular service for a yearly lease fee of $6,175 from 3/25/2025 to 3/24/2030 as requested by Ron Taylor, Environmental Services. 3 yes votes passed.

Invitation to submit proposals
Uinta County is seeking proposals for installation of a 60-mil PVC membrane roof overlay at the Road & Bridge shop located at 2 County Road 169 in McGraw, WY.
The County recommends an on-site inspection prior to proposal submission.
Metal roof to be covered with 1” flute board with 1.5” insulation board on top of that (Approx. R-12 combined) Contractor must comply with the Wyoming Preference Act; carry required insurance, and all city and state licenses.
Proposals need to include schedule and completion time to based on a purchase OK given by 4/16/2025.

This project will require an on-site inspection prior to proposal submission; pre-submittal meeting will be held at the above location on March 31st, 2025 at 10 a.m. Project specifications will be released at that time. Default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated April 24, 2008, executed and delivered by Rhonda G. Boren and William L.
