PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Enbridge Gas Wyoming (Enbridge or the Company) to pass on a wholesale commodity cost decrease of $3.24532 per dekatherm (Dth), effective for usage on and after September 1, 2024.

The Company’s proposal results in a decrease of $21.64 or 23.61% before taxes in the monthly bill for a typical residential customer using 6.67 Dth.

Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar for dollar basis, subject to public notice, opportunity for hearing and refund.

INVITATION TO SUBMIT PROPOSALS

Uinta County is seeking proposals for repair of floor drains and installation of concrete at the Road & Bridge shop located at 1249 East Service Road in Evanston, WY. Total concrete is to be replaced is 6" X 6' X 230 linear feet with floor drains centered in that.

This project will require an on-site inspection prior to proposal submission, pre-submittal meeting will be held at the above location on December 20, 2024 at 10am. Project specifications will be released at that time. Contractor must comply with the Wyoming Preference Act; carry required insurance, and all city and state licenses.

Proposals need to include schedule and completion time to based on a purchase ok given by 1/7/2025.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of Rocky Mountain Power’s (RMP or the Company) Application to convert the primary fuel source from coal to natural gas for Units 1 and 2 of the Naughton Power Plant located in southwestern Wyoming in Lincoln County about six miles south of Kemmerer.

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On November 6, 2024, RMP submitted its Application requesting the Commission’s approval of its proposed conversion of the fuel source used for Naughton Units 1 and 2 from coal to natural gas.The Company’s proposed conversion of Naughton Units 1 and 2 to natural gas includes: 1) construction of a new natural gas meter station with gas conditioning equipment along with a new natural gas lateral pipeline within the power plant’s property to the supplier’s interconnection point; 2) construction of a new pressure regulator station to control the pressure being introduced into the burners; 3) new natural gas burners and ignitors to allow for natural gas firing and electrical generation to achieve full load of 156 net-megawatt (MWn) on Unit 1 and 201 MWn on Unit 2; and 4) distributed control systems (“DCS”) logic modifications.
  3. The Company determined within its 2023 IRP process that natural gas conversion of Naughton Units 1 and 2 was the least-cost, least-risk option for the Company and its customers. The total capital cost of the conversion of Naughton Units 1 and 2 to natural gas is approximately $12.1 million. The Company states its proposed fuel conversion process is expected to begin in June 2025 with construction of the natural gas lateral supply line into the plant. Both units will cease firing coal on December 31, 2025, and both are expected to return to service on natural gas by May 1, 2026.

Industrial Siting Letter

Motion South, second Hatch to ratify a letter to the Industrial Siting Committee asking for information or data regarding how the estimated materials costs of $500 million was determined. 

ATM Agreement

Motion Hatch, second South to approve an agreement with Concept ATMs for placement of an ATM in the lobby of the Uinta County Detention Center for a period of 60 months as presented by Andy Kopp, Sheriff.  3 yes votes, passed.

Guardian RFID Subscription

Motion South, second Hatch to approve an agreement between Codex Corporation d/b/a Guardian RFID and the Uinta County Sheriff’s Office to purchase a system comprised of hardware, support services, and web-based software as a platform for inmate management, monitoring, and tracking for an initial cost of $9213.44 with an annual renewal of $8,690 as requested by Kopp.  3 yes votes, passed.

Dental, Vision, and Life Insurance Renewals

Motion Hatch, second South to approve renewals with Delta Dental, VSP Vision, and The Hartford  to continue to provide dental, vision, and life insurance benefits to county employees as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Credit Application

Motion South, Second Hatch to approve the completion of a credit application with Jasper Group for the purchase of the new courthouse chairs as presented by Hutchinson.  3 yes votes, passed.

County Road 175 Resolution

Motion Hatch, second South to approve Resolution 24-43 initiating the procedure for establishing an Official County Road through certain portions of sections 21, 28, 29, 31, and 32 of T15N, R118W which will be identified as Uinta County Road #175 as presented by Gary Welling, Economic Development, Planning Director.  3 yes votes, passed.

Enbridge Energy Rebate

Motion South, second Hatch authorizing Chairman Anderson to sign an application for a $3,042 rebate from Enbridge Energy for undertaking a “Find and Fix” project as part of an energy management initiative as requested by Welling.  3 yes votes, passed.

Homeland Security Grants

Motion South, second Hatch to approve a State Homeland Security Program (SHSP) grant award of $77,515 for the purchase of P-25 compliant radios and/or equipment from September 1, 2024 through August 31, 2026 as requested by Rasnake.  3 yes votes passed.

Motion South, second Hatch to approve a State Homeland Security Program (SHSP) grant award of $14,500 for the purchase and installation of additional door security items at the county courthouse from September 1, 2024 through August 31, 2026 as presented by Josh Rasnake, Emergency Management.  3 yes votes, passed.

Special Meeting

November 12th, 2024

The official record of proceedings for a special meeting of the Evanston City Council was held in the Council Chambers of City Hall on the above date.

Council President Perkes led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Council President Perkes called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of meeting were Council President Perkes; Council members; Tim Lynch, Jesse Lind, and Mike Sellers.  Mayor Williams, Council members Dave Welling and Jen Hegeman were excused.

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of November was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Council member Perkes led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; council members, Tim Lynch, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman.  

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; Police Lieutenant, Ken Pearson; City Treasurer, Trudy Lym; City Engineer, Damon Newsome; Information Technology Coordinator, Preston Sheets; Community Development Director, Rocco O’Neill and Public Works Director, Gordon Robinson. Chief Michael Vranish was excused.  A group of interested citizens was also present.

Public Comments

Gina Sundquist requested an update on Air Conditioning for the Machine Shop.  Dan Wheeler expressed gratitude to the City Facilities staff, and Micki Cox for being so helpful when renting the building for the Hall of Fame Banquet. Kathy Cook inquired about what the City can do to get the Maternity Ward back at the Hospital. Henry Schmidt, newly elected Council member introduced himself and thanked everyone for the votes.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Bridger Valley Electric Company (Bridger Valley or the Cooperative), for authority to revise its net metering tariff.

  1. Bridger Valley is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
  2. On October 23, 2024, Bridger Valley filed an Application requesting authority to revise its net metering tariff, to be effective October 20, 2024. Bridger Valley’s proposed changes include removing monthly credits or payouts at the Cooperative’s avoided cost and instead crediting members for excess energy with a kilowatt-hour credit the following month.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Enbridge Gas Wyoming (Enbridge or the Company), for approval of the 2025 budget and modifications to the ThermWise® Energy Efficiency Programs.

  1. Enbridge is a Utah based division of Enbridge Inc., a Canadian corporation, engaged in the business of supplying energy services in several states, including Wyoming. Enbridge serves approximately 28,000 customers in southwestern Wyoming, including customers in Rock Springs, Green River, Kemmerer, Diamondville, and Evanston. Enbridge is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37 1-101(a)(vi)(D) and 37-2-112.
  2. On October 31, 2024, Enbridge submitted its Application requesting approval of its 2025 budget and modifications to the ThermWise® Energy Efficiency Programs. The Company requests an effective date of January 1, 2025.
  3. Enbridge proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs): [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.
  4. In addition to making minor tariff language changes to improve accuracy in each of the ThermWise® Programs, the Company proposes the addition of certain rebate-qualifying equipment specifications and moving all minimum efficiency of new equipment requirements from the Company’s tariff to ThermWise.com.
  5. Enbridge projects the total 2025 budget for the Programs and Market Transformation Initiative to be $110,591, a decrease of 6% from the 2024 budget. Enbridge states the proposed budget decrease is primarily due to lower forecasted 2025 participation in the Appliance, Builder, Weatherization, and Business programs than was projected in 2024. The Company projects a total natural gas savings of 3,856 Dth per year, 8% below its projected 2024 natural gas savings estimates.
