The Uinta County Commissioners met in regular session on September 17, 2019 in the commission chambers, 225 9th Street, Evanston, Wyoming. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson was present. Commissioner Craig Welling was excused. The City of Evanston, Wyoming is soliciting STATEMENTS OF INTEREST and COST PROPOSALS from professional engineers (Consultants) interested in providing design-bid-build (DBB) services for construction of a new water main replacement on City View Dr. The project begins approximately at the Haw Patch Dr. intersection running south on City View Dr. and ending approximately at the Del Rio Dr. intersection. This project will be the second phase to replace the existing water main on City View Dr. The new main will be installed along the existing main alignment at a min. depth of 6’.
Consultant selection will be based on qualifications and cost. A statement of qualification, experience with similar projects and the associated engineering fee will be required from each proposer.

Second Regular Meeting
September 17, 2019
The official record of proceedings of the second regular meeting of the Evanston City Council for the month of September was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Councilmember Sellers led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, David Welling, Mike Sellers, and Mikal Welling. Councilmember Evan Perkes was excused.

Council Comments
Councilmember Ottley thanked Mayor Williams and Jim Davis for the remarked they shared at former Mayor Dennis Ottley’s funeral services. He also thanked the Police and Fire Departments, City Staff and the community for any part they played in the funeral arrangements and services.
Councilmember David Welling reminded everyone of the DARE Concert on Wednesday. He also commented on all the EHS Homecoming activities and the Arts Inc., fundraiser this weekend.
Mayor Williams stated that he was honored to share a few thought and remarks at former Mayor Ottley’s services. He also commented on the Slow Burn BBQ fundraiser and that it was a great event.

Award Bid/PW Pickup
Councilmember Lynch moved, Councilmember M. Welling seconded, to award the bid for one (1) 2019 or newer 4WD Crew Cab, ? Ton Short Box Pickup for the Public Works Department to Fremont Chevrolet Buick GMC of Riverton, Wyoming, the apparent low bidder meeting all City Specifications in the amount of $30,889.00. Public Participation
Jim Davis presented a beautifully framed picture of the Union Pacific’s iconic “Big Boy” 4014 and the 844 to the City of Evanston. The picture captures the magnificence of the locomotives and also the community event celebrating 150 years of the railroad and the City of Evanston. Mr. Davis presented this gift to the City on behalf of Mr. Bon French, who has also made other very generous donations to the City for the Roundhouse and Railyard projects.

To all persons, firms, or corporations who have any claim for any work done, or any material furnished to American Roofing, 4369 S 4580 W. West Valley City, UT 84120, for the Horizon Roof Repairs Project.
You are hereby notified that Uinta County School District No. 1, 537 10th Street, has accepted substantial completion according to the Contract Documents and rules set forth in the contract between Uinta County School District No. 1 and the aforesaid Contractor of the work in connection with the Horizon Roof Repairs Project, and that said Contractor is entitled to final settlement therefore.
You are further notified that upon the 21st day of October, 2019, being the 41st day after the first publication of the notice, said Uinta County School District No. 1 will pay American Roofing the full amount due under said contract, and in the event your claim is not filed with Uinta County School District No. 1 prior to said 21st day of October, 2019, same shall be waived.
