PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming to amortize its Energy Efficiency Deferred Account balance beginning on November 1, 2021. The Company proposes to increase the Energy Efficiency Services rate from $0.02011 to $0.04274 per dekatherm (Dth).

The proposed changes result primarily from an increase in the balance of the Energy Efficiency Deferred Account, from $71,674 on August 31, 2020, to $148,541 on August 31, 2021. The Company proposed to amortize the balance over the next year at a rate of $0.04274 per Dth, beginning November 1, 2021, resulting in an increase of approximately $2.04 or 0.24%, before taxes, for General Service customers using 90 Dth per year. Actual bills will vary with usage.

The Commission also approved the Company’s request to implement changes to the rates charged for Wholesale Gas Costs and the Conservation Enabling Tariff, effective on November 1, 2021. The net effect of the Company’s proposed rate changes is an increase of approximately $64.43, or 7.73% net annual increase in rates for a typical Wyoming GS customer using 90 Dth per year.

Second Regular Meeting

July 19th, 2022

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of July was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Council member Sellers led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Dave Welling, Mike Sellers and Mikal Welling.

 Council Comments

Council member Welling commented that he attended the Peace Officers Golf Tournament on Saturday. He remarked that the Golf Course was immaculate, and the staff did a great job. Council member Sellers informed everyone that 988 is the new number for the Suicide Hotline. Mayor Williams reminded everyone about the Forum for State offices at the Strand following the meeting.

 Consent Agenda

Council member Welling moved, Council member M. Welling seconded, to approve the following Consent Agenda Items:       

Limited Malt Beverage Permit requested by Evanston Volunteer Firefighters, Inc. for the Demolition Derby at the Uinta County Fairgrounds for the following date and times:

 Saturday, September 10th, 2022 4:00 p.m. to 10:00 p.m. Parade Route requested by Troy Huebner of Zone Five Racing for a Bike Race on Saturday, July 30th, 2022 arriving at approximately 10:30 am from Hwy 150, turning left on Southridge, right onto Saddle Ridge, right onto City View, left onto Cheyenne, left onto Yellow Creek Rd, and proceeding out of Evanston City limits onto County Road 151 bound for Utah via the Chalk Creek Road.

Community Development Director Rocco O’Neill reminded everyone about the Brewfest and Car Show downtown on Saturday, July 23rd. Parks and Recreation Director Scott Ehlers reported the first part of the Tennis Court Project is complete.

The proposed changes result primarily from an increase in the forecasted price of gas during the 12-month test period ending October 2022 and results in a $77.91 or 9.35% net annual increase, before taxes, for General Service customers using an average of 90 Dth per year. Actual bills will vary with usage.

The Commission also approved the Company’s request to implement changes to the rates it charges for Energy Efficiency Services and the Conservation Enabling Tariff, effective on November 1, 2021. The net effect of all the Company’s proposed rate changes is an increase of approximately $64.43, or 7.73% net annual increase in rates for a typical Wyoming GS customer using 90 Dth per year.

Commission Rule Chapter 3, Section 26 allows a utility to pass-on, to its customers, known or projected commodity cost increases or decreases, on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.

Dominion’s Application is on file at the Commission’s offices in Cheyenne, Wyoming, and is available for inspection by any interested person during regular business hours or online at: https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 15946).
