PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to revise tariff schedules 37 and 135, as more fully described below:

RMP is a public utility, as defined in W.S. §37-1-101(a)(vi)(C), providing retail electric public utility service under certificates of public convenience and necessity issued by the Commission.  RMP is subject to the Commission’s jurisdiction pursuant to W.S. §37-2-112.

On May 24, 2021, the Company submitted an Application to revise its tariff schedule 37 Avoided Cost Purchases from Qualifying Facilities and tariff schedule 135 Net Metering Service. RMP seeks to incorporate unused net metering credit prices under tariff schedule 37, and to incorporate additional language to clarify how to calculate unused credits for the year.

This is not a complete description of RMP’s Application.  You may review the Application at RMP’s Wyoming offices and at the Commission’s office in Cheyenne, Wyoming, during business hours or online at http://psc.wyo.gov.

EVANSTON CITY COUNCIL

Second Regular Meeting

June 15th, 2021

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.  The meeting was also streamed live.

Police Chief Jon Kirby led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.  

Staff members present at the start of the meeting were:   City Attorney, Dennis Boal; City Treasurer, Trudy Lym; City Engineer, Dean Barker; City Clerk, Diane Harris; Director of Parks and Recreation, Scott Ehlers; Police Chief, Jon Kirby; Police Lieutenant Mike Vranish; Information Technology Coordinator, Preston Sheets and Community Development Director, Rocco O’Neill; Public Works Director, Gordon Robinson was excused.  A group of interested citizens were also present.

Council Comments

The Mayor and Council members congratulated Police Chief Jon Kirby on his upcoming retirement.  They thanked him and commented how great he was to work with and what an outstanding job he did as the Chief of Police.  Council member Sellers recognized how good the Schofield building is looking downtown with all the work being done.  He commented on how great the Renewal Ball Event was downtown.  He thanked City Treasurer for all the hard work preparing the budget.

Public Hearing

Annual Budget 2021-2022

City Attorney, Dennis Boal conducted a public hearing to receive public information, input, comments, and concerns for the City of Evanston Fiscal Year 2021-2022 Annual Budget.  City Treasurer, Trudy Lym, gave an overview and summary of the upcoming budget. A citizen, Cory Neilson expressed concerns about the boat dock at Sulpher Creek, hoping there is been money in the budget allocated for that expense.  No one else addressed the issue and Mr. Boal closed the hearing.

Council member D. Welling moved, Council member M. Welling seconded, to approve the following Consent Agenda Item:

Department Comments

Police Chief Jon Kirby expressed gratitude to the City of Evanston, leaders, coworkers and community for supporting him during his employment with the Evanston Police Department.  He stated that it had been a pleasure and he will miss it.

Each one of the Department Heads commented on what an outstanding job Jon did and how everyone enjoyed working with him.  Everyone expressed how much he will be missed.

Director of Parks and Rec, Scott Ehlers thanked the Mayor and Council for trusting him with the responsibilities of the Parks and Recreation Department.

Public Participation

Paul Albert, a thirty-year citizen of Evanston and Cory Neilsen a concerned citizen commented on the boat dock at Sulpher Creek.  They stated that they hope there is something that can be done to get the dock functional.

Kayne Pyatt mentioned that she had the honor of interviewing Chief Jon Kirby for the Uinta County Herald for Friday=s edition and she hopes everyone will read it.

Proposals will be received for the work as set forth in the bid package, the project generally being described as follows:

This project shall consist of removal and replacement of two concrete bridge abutments on the crossing of County Road 274 and the Smith’s Fork River. This work will include the removal of concrete and vegetation, and installation of concrete.

Copies of the plans, specifications and contract documents may be obtained by contacting the office of Uinta Engineering and Surveying, Inc.

These documents will be available electronically for download at no cost, by contacting the Engineer for instructions. A pre-bid meeting will be held on July 8, 2021, at 2:00 p.m. at the Bridger Valley Road Department, 4111 State Highway 410, Mountain View, Wyoming 82939, then the construction site in Robertson, Wyoming.

Wyoming State Statutes apply to the bidding and construction of this Public Works Project including but not limited to the following sections:

W.S. 16-6-104;            5% Wyoming Materials and Suppliers Preference

W.S. 16-6-112;            Performance Guarantee

W.S. 27-3-502(f);        Registration with Taxing Authority

The Owner reserves the right to reject all bids and waive any informality in same if the Governing Body determines that it is in the best interest of the Owner to do so. No bidder will be allowed to withdraw their bid for a period of thirty (30) days or until the successful bidder has entered into a contract with the Owner.

The completion date for the project shall be October 1, 2021.
