ADVERTISEMENT FOR BIDS

Sealed Bids for construction of the Runway Rehabilitation and Lighting Project will be received by the City of Evanston-Uinta County Airport Joint Powers Board at the UINTA COUNTY COURTHOUSE, located at 225 9th Street, Evanston, WY 82930 until 11:30 AM local time on JUNE 7TH, 2021. The bids will be publicly opened and read aloud in the presence of Bidders at 11:40 AM, on JUNE 7TH, 2021 in the COMMISSIONERS CONFERENCE ROOM, located inside the COURTHOUSE.

The project is divided into 3 bid schedules:

Bid Schedule 1a includes full-depth reconstruction of the eastern one-third of the runway, plus new edge drains, grooving, seal coat and marking. The reconstruction consists of approximately 24,000 CY excavation, 14,500 CY of subbase and 4,300 CY of crushed aggregate base course. Approximate asphalt quantity for Bid Schedule 1a is 6,000 tons. Bid Schedule 1a further includes upgrades to runway lighting, the electrical vault building, wind cones and the rotating beacon.

Bid Schedule 1b includes asphalt overlay of the western two-thirds plus crack repair, grooving, seal coat and marking. The rehabilitation consists of approximately 22,000 SY of cold milling (0-2”) and 9,600 tons of asphalt surface course.

Bid Schedule 2 includes the construction of Taxiway Connector A4, consisting of approximately 1,800 CY of subbase, 500 CY of crushed aggregate base course, and 900 tons of plant mix bituminous pavement, plus grading, edge drains, lighting, marking, and seeding.

No bids will be received after the specified hour and date, and may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified.

Bids will be received for a single prime Contract.  Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.

Each bid must be accompanied either by a certified check, payable to CITY OF EVANSTON-UINTA COUNTY AIRPORT JOINT POWERS BOARD in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company.  The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract in accord with his bid within fifteen (15) days after date of notification of award.

The Bidding Documents will be made available after 12:00 p.m., May 5, 2021.  Interested bidders must obtain the Bidding Documents from the T-O Engineers Online Plan Room at www.to-engineersplanroom.com.  Bidding Documents may be ordered in hard copy format for purchase at cost (nonrefundable).  Electronic Bidding Documents in PDF format may be downloaded for no cost.  To be placed on the plan holders list, bidders must register at www.to-engineersplanroom.com.

The Bidder is advised that construction site aviation safety is of paramount importance.  There is a Construction Safety Phasing Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict accordance with this plan.  There are penalty provisions outlined in the Construction Safety Phasing Plan for noncompliance by the Contractor’s personnel.  All costs associated with the Contractor’s compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.

EVANSTON-UINTA COUNTY AIRPORT, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications” set forth in the Federal Provisions of the Project Manual. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor’s aggregate workforce in each trade on all construction work in the covered area, are set forth in the Federal Provisions of the Project Manual.

A Prebid Conference will be held at 1:30 p.m. local time on Monday, May 17, 2021, at the FBO conference room located in the airport terminal building. An on-site visit will follow the meeting, weather dependent. Attendance at the pre-bid conference is not mandatory but encouraged.

WHEREAS NOTICE IS HERBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred.  The Note is secured by a Mortgage dated November 3, 2014 and recorded on November 4, 2014 at REC # 167928 Book 1017, Page 453 in the records of Uinta County, Wyoming from Donna B McCauley, to Wells Fargo Bank, N.A. for the amount of $69,500.00.  The Mortgage having been assigned to and now in possession of Wilmington Savings Fund Society, FSB, as Trustee of Juniper Mortgage Loan Trust A, through an assignment recorded on January 28, 2021 at REC# 1099189 in Book 2010, Page 565 and Corrective Assignment of Mortgage recorded March 30, 2021 at REC# 11002223 in Book 2014, Page 481 in the records of Uinta County, Wyoming.

INVITATION TO BID – (CRF2021)

 Uinta County is accepting sealed bids for the price per ton for supplying and delivering of liquid Magnesium Chloride and the use of portable frac tanks (20,000 gallon min capacity) for dust suppression on Uinta County roads for the 2021 year. Sealed bids will be accepted by Uinta County Clerk’s Office, PO Box 810, or 225 9th St Evanston, WY 82930 until 11:00 a.m. on May 19, 2021.  All eligible bids having been received prior to this date and time will be publicly opened and read at 11:30 a.m. on May 19, 2021. The envelope must be marked as “MAGNESIUM CHLORIDE SEALED BID (CRF2021)”. 

Bid documents can be picked up at the Uinta County Clerk’s office. Notice is hereby given that the Board of Uinta County Commissioners are requesting bids for the Uinta County Dust Suppression Project.  The successful contractor will be required to furnish all supervision, technical, personnel, labor, materials, machinery, tools, equipment, and services, including utility and transportation services to perform and complete all services and materials as defined in the bid documents.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to decrease rates to refund deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances, as more fully described below:

RMP is a public utility, as defined in W.S. §37-1-101(a)(vi)(C), providing retail electric public utility service under certificates of public convenience and necessity issued by the Commission. RMP is subject to the Commission’s jurisdiction pursuant to W.S. §37-2-112.

On April 15, 2021, the Company submitted an Application together with testimony, exhibits and revised tariff sheets requesting authority to revise and change rates pursuant to two different rate schedules: [i] its Energy Cost Adjustment Mechanism (ECAM) Tariff Schedule 95, and, [ii] its REC and SO2 revenue adjustment mechanism (RRA) Tariff Schedule 93.

The total ECAM deferral from calendar year 2020 was a credit of approximately $1.6 million, which consists of: [i] deferred ECAM costs resulting in a credit of $2.02 million after the 30 percent sharing band; [ii] a credit for accrued interest of approximately $0.25 million; [iii] a credit of approximately $100 thousand from the 2017 ECAM; [iv] a credit of approximately $0.9 million for the Barclay’s Settlement ordered by the Commission in the 2020 ECAM (Docket No. 20000-582-EM-20); and, [v] a charge of approximately $1.4 million to true-up revenues from the 2019 ECAM (Docket No. 20000-558-EM-19) and the 2020 ECAM. The Company is proposing to revise Tariff Schedule 95 by replacing the current charge to customers approved to recover approximately $13.3 million (adjusted for load) with rate credits to refund the approximately $1.6 million, for a total decrease of approximately $14.9 million.

Under Tariff Schedule 93, the Company is proposing to refund to customers approximately $1.1 million to account for calendar year 2020 balancing account adjustments and 2021 forecast sales revenues for REC and SO2 products in the market. From the currently approved approximately $0.9 million sur-credit, this results in a rate decrease of approximately $166 thousand from current rates.

The combined effect of the 2020 RRA and ECAM in this Application represents an overall proposed rate decrease of approximately $15.1 million, resulting in individual rate schedule decreases ranging between 0.9% through 2.9%, or an average of approximately 2.4% for all rate classes. RMP requests that the Commission approve the proposed decrease on an interim basis, effective July 1, 2021, subject to further review and hearing.
