First Regular Meeting

April 5th, 2022

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of April was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Council member Ottley led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Mike Sellers and Mikal Welling.  David Welling was excused. 

Staff members present at the start of the meeting were:   City Attorney, Dennis Boal; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Chief, Mike Vranish; Director of Parks and Recreation, Scott Ehlers; Director of Engineering and Planning, Dean Barker;  Public Works Director, Gordon Robinson;  Community  Development Director, Rocco O’Neill and Senior Planner, DuWayne Jacobsen.

Council member Sellers moved, Council member Ottley seconded, to approve the agenda with the addition of a Motion under New Business.  The motion passed unanimously with 6 yes votes:   Williams, Lynch, Ottley, Perkes, Sellers, M. Welling.

City Attorney Dennis Boal conducted a public hearing to receive public comment regarding an application for a Restaurant Liquor License for Paff’s, LLC dba: Paff’s located at 164 Front Street.

ORDINANCE 22-02

Council member Sellers moved, Council member Ottley seconded, to pass Ordinance 22-02 on second reading.

AN ORDINANCE APPROVING AND AUTHORIZING A ZONE CHANGE FOR PROPERTY IN THE CITY OF EVANSTON FROM AGRICULTURAL-ESTABLISHED TO HIGHWAY BUSINESS-DEVELOPING, AS REQUESTED BY EQUINE CAPITAL NETWORK, LLC OF THE LAND MORE PARTICULARLY DESCRIBED HEREIN.

Sale of Video System

Council member Lynch moved, Council member Perkes seconded, to sell to Uinta County, a Video Conferencing System for a price equal to the sum the City of Evanston paid.  The motion passed unanimously with 6 yes votes:   Williams, Lynch, Ottley, Perkes, Sellers, M. Welling.

Resolution 22-19

Council member Sellers introduced Resolution 22-19.  Council member Sellers moved, Council member M. Welling seconded, to adopt Resolution 22-19.

RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE APPROVAL AND EXECUTION OF A FAA APPROVAL AGREEMENT FOR TRANSFER OF ENTITLEMENTS WITH THE UNITED STATES OF AMERICA, THE FEDERAL AVIATION ADMINISTRATION.

The Uinta County Commissioners met in regular session on April 5, 2022 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Mark Anderson were present.
