First Regular Meeting

March 1st, 2022

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30

p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling and Mike Sellers. Mikal Welling was excused.

Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Lieutenant, Ken Pearson; Director of Parks and Recreation, Scott Ehlers; Director of Engineering and Planning, Dean Barker; Information Technology Coordinator, Preston Sheets and Community Development Director, Rocco O’Neill. Public Works Director, Gordon Robinson and Police Chief Mike Vranish were excused.

Council Comments

Council member Sellers commented that he was sorry to see that the SWOT bill was defeated at the State Legislature. He stated that it would have been an asset to our state. He also mentioned that Jumpstart Evanston is ending and what a good opportunity it was for all involved.

Michael’s Bar & Grill located at 1011 Front Street to 1945 Harrison Drive, LLC, dba: Homestretch Bar located at 1945 Harrison Drive.

ORDINANCE 22-01

Council member Sellers moved, Council member Welling seconded, to pass Ordinance 22-01 on second reading.

AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTIONS 9-3. A OF ARTICLE II OF CHAPTER 9, FIRE PREVENTION, OF THE EVANSTON CITY CODE TO ADOPT THE 2021 EDITION OF THE INTERNATIONAL FIRE CODE.

The motion to pass Ordinance 22-01 on Second Reading passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers.

Resolution 22-15

Council member Welling introduced Resolution 22-15. Council member Welling moved, Council member Ottley seconded, to adopt Resolution 22-15.

RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE ACCEPTANCE OF A PROPOSAL FROM AYRES ASSOCIATES, INC. TO PROVIDE TRAINING AND EDUCATION TO CITY STAFF AND THE URBAN RENEWAL AND MAIN STREET BOARD.

The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers.

Resolution 22-16

Council member Ottley introduced Resolution 22-16. Council member Ottley moved, Council member Lynch seconded, to adopt Resolution 22-16.

RESOLUTION AUTHORIZING ADJUSTMENTS TO THE BUDGET OF THE CITY OF EVANSTON, WYOMING FOR FISCAL YEAR ENDING JUNE 30, 2022, AND ALLOCATING SUCH FUNDS AND EXPENDITURES AMONG THE FUNDS AND DEPARTMENTS AS DESCRIBED HEREIN.

The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling, Sellers.

Department Comments

Community Development Director Rocco O’Neill reminded everyone that Jumpstart Evanston is hosting their Entrepreneurs Night on Thursday, March 3rd. He stated that Jumpstart will be finishing up after seven weeks of successful classes. He said that there will be good speakers and an expert panel at the Entrepreneurs Night and invited everyone to attend.

NOTICE OF MEETING

The Uinta County Local Emergency Planning Commission (LEPC) will meet on Wednesday, March 10, 2022, at 11:00 a.m. at the EOC Basement of the Uinta County Courthouse in Evanston. This meeting is open to the public.

The LEP was established by the SARA Title III and Emergency Planning and Community Right-to-Know Act of 1986. In accordance with that act, companies that use or store certain quantities of hazardous materials are required to report these to the LEPC and Fire Departments on Tier II Reports. The Tier II reports, Hazmat Emergency Plan and public information are available for public inspection by appointment at the Uinta County Emergency Management/LEPC Office in the Uinta County Complex. The office hours are 8 a.m. to 5 p.m. Monday through Friday. (307) 783-0327.

Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and Kilgore Companies, LLC dba Lewis & Lewis, Inc., The Contractor, on Highway Project Number P511019 in Uinta County, consisting of grading, bituminous paving surfacing, emulsion stabilized full depth reclamation, plant mix wearing course, sidewalk, curb and gutter, electrical and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on April 11, 2022.

The Uinta County Commissioners met in regular session on March 1, 2022 in the commission chambers, 225 9th Street, Evanston.  Acting Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch was present, Chairman Eric South was excused.  Also present: Amanda Hutchinson, County Clerk.

Letter of Support

Motion Hatch, second Anderson authorizing Acting Chairman Anderson to sign a letter of support to the Uinta County Legislators in support of Bill SF026 which would add a fourth District Court Judge to the 3rd Judicial District which includes Sweetwater, Lincoln, and Uinta Counties as requested by Dean Stout, Public Defender.  2 yes votes, passed.

Uinta County Commissioners are soliciting proposals for design and construction services and experience information to be used in selecting a DESIGN/BUILD TEAM (Team) to provide engineering/construction services for the following project

Uinta County Complex Parking Structure Demolition and Reconstruction

Interested Teams must attend the MANDATORY pre-proposal meeting on March 10, beginning at 2:00 PM local time.  Meet at the commission conference room in the Uinta County Complex, 225 9th Street, Evanston Wyoming to gain an understanding of the project scope, desired results, funding and owner’s expectations

A Selection Committee will select the Team based on Team responses to the Request for Proposals/Statement of Experience and other investigations. Contact the Uinta County Public Works for a more complete description of expectations.
