Notice is hereby given that the Board of Uinta County Commissioners will hold a Special Meeting on Wednesday, March 16, 2022 at 4:00 p.m. to meet and greet Chief Justice Kate M. Fox.  The meeting will be in the Commission Chambers at the County Complex in Evanston.  All interested parties are invited to attend.

INVITATION TO BID – (CRF2022)

The board of Uinta County Commissioners is accepting sealed bids for the price per ton for supplying and delivering of liquid Magnesium Chloride and the use of portable frac tanks (20,000 gallon min capacity) for dust suppression on Uinta County roads for the 2022 year.

Sealed bids will be accepted by Uinta County Clerk’s Office, PO Box 810, or 225 9th St Evanston, WY 82930 until 11:00 a.m. on March 21, 2022.  All eligible bids having been received prior to this date and time will be publicly opened and read at 11:30 a.m. on March 21, 2022. The envelope must be marked as “MAGNESIUM CHLORIDE SEALED BID (CRF2022)”. 

Bid documents can be picked up at the Uinta County Clerk’s office. Primary contact for this project is Saralee Gross, Uinta County Road & Bridge Administrative Assistant (307) 782-3254. Bid prices must be good for the 2022 construction season.  In reviewing the bids received, Uinta County reserves the right to reject, for any reason whatsoever, any and all bids, and to waive any informality or irregularity in a bid.  Uinta County will not be bound to accept the low bid, but rather the bid that is in the best interest of Uinta County.

FORECLOSURE SALE NOTICE

WHEREAS, default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) dated February 21, 2014, executed and delivered by Joseph A. Reichenberg to Wells Fargo Bank, N.A. and a real estate mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by Joseph A. Reichenberg, a married person; as Individual (the “Mortgagors”), to Wells Fargo Bank, N.A., and which Mortgage was recorded on February 21, 2014, as Instrument No. R165714 in the records of the office of the County Clerk and ex-officio Register of Deeds in and for Uinta County, State of Wyoming; and

WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part there-of, nor has any such suit or proceeding been instituted and the same discontinued; and

WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage on the date of first publication of this notice of sale being the total sum of $181,271.73 which sum consists of the unpaid principal balance of $167,309.93 plus Interest accrued to the date of the first publication of this notice in the amount of $7,182.16, plus attorneys’ fees, costs expended, and accruing interest and late charges after the date of first publication of this notice of sale;

WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid;

Request for Proposals -Residing of District Modulars

The Uinta County School District #1 (UCSD #1) is seeking proposals for residing the modulars at Aspen/North Elementary Schools. This will include residing all four sides with vinyl or aluminum siding, replacing the soffit and with aluminum soffit. The proposal will include all necessary equipment, material, labor, permits, insurance, and supervision required to perform the project.  Please separate the bids by location.

The school district seeks an agreement that allows it to work with the selected Vendor to adjust quantities and/or scale back or cancel the project entirely as needed based upon funding availability and/or the best interests of the District.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to revert the Blue Sky Block value to 100 kilowatt hours (kWh) from 200 kWh, as more fully described below.

RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the jurisdiction of the Commission pursuant to Wyo. Stat. § 37-2-112.

On February 17, 2022, RMP submitted its Application requesting authority to revert the Company’s Renewable Energy Rider - Blue Sky Program value to 100 kWh from 200 kWh for tariff Schedules 70 and 72, effective May 1, 2022. The Company’s Blue Sky Program is offered to Wyoming customers through Schedule 70, Renewable Energy Rider Optional (Sheet Nos. 70-1 and 70-4), and Schedule 72, Renewable Energy Rider- Optional Bulk Purchase Program (Sheet Nos. 72-1 and 72-4). The Company seeks to revert the Block size to 100 kWh from 200 kWh due to the increasing price of Renewable Energy Credits (RECs).

Participation in the Blue Sky Program is optional for Wyoming customers who want to offset their energy usage requirements with renewable energy by purchasing blocks of bundled renewable energy certificates (RECs). Customers purchase RECs to ensure their energy consumption consists of renewable energy. The Company then retires those purchased RECs on the customer’s behalf and maintains Green-E certification of the Blue Sky Program. Currently, the Company’s tariff defines “Blocks” as 200 kWh of renewable energy. The Company requests the Block value revert to 100 kWh of renewable energy from 200 kWh in order to address market fluctuations. Customers will continue to have the right to purchase as many Blocks as they desire.

Schedule 70 provides customers with the opportunity to purchase Blocks at $1.95 per month. Schedule 72 provides a bulk purchase option for larger customers at $0.70 per month per Block, plus $1,500 per year fixed charge, customers must purchase a minimum of 1,212 Blocks per year.

According to RMP the forecast for 2022 indicates that if the block size remains at 200 kWh, the Blue Sky Program will have just enough funds to cover both REC purchases and administrative funds, but limited funds would be available for community renewable project grants. Conversely, if the block size reverts to 100 kWh, REC purchases will be halved.

Notice is hereby given that the Board of Uinta County Commissioners are requesting bids for the Uinta County Dust Suppression Project.  The successful contractor will be required to furnish all supervision, technical, personnel, labor, materials, machinery, tools, equipment, and services, including utility and transportation services to perform and complete all services and materials as defined in the bid documents.

Sealed bids will be received at the Uinta County Clerk’s Office 225 9th St. Evanston, Wyoming until 11:00 a.m. local time, March 21, 2022.  Bids should be marked on the outside “Uinta County Dust Suppression Project CM21305” with the name and address of the bidder.  Primary contact for this project is Saralee Gross, Uinta County Road & Bridge Administrative Assistant (307) 782-3254.

Public opening of the bids will be on Monday, March 21, 2022 at 11:30 a.m. in the Uinta County Clerk’s Office, 225 9th St. Evanston, Wyoming.  Bidders are welcome to attend.

This project is partially funded using Federal Grant Funds.  Therefore, all Federal Requirements associated with the use of these funds must be followed. 

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7500.00 or less than $150,000.00 require a form of guarantee as approved by the county.

The Board of Uinta County Commissioners hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, creed, or national origin.

Uinta County reserves the right to accept or reject any items or all items, any part or all parts, any section or all sections, any bid or all bids as stated in the specifications to waive any irregularities or informalities, or to re-bid or re-advertise for bids if it is determined to be necessary or desirable and reserve the right to let the bid in any manner it sees fit.

Uinta County will not be bound to accept the low bid, but rather the bid that is in the best interest of Uinta County.
