REQUEST FOR QUALIFICATIONS (RFQ)

FOR ASSESSMENT AND FEASIBILITY STUDY FOR REPURPOSING THE HISTORIC WYOMING STATE HOSPITAL CAMPUS

FOR

THE CITY OF EVANSTON

EVANSTON AND UINTA COUNTY WYOMING

(Issued on February 13th, 2021)

The City of Evanston and Uinta County Wyoming, referred to herein as “EV/UC”, are seeking qualifications to provide Architectural and Engineering Services related to an Assessment and Feasibility Study for repurposing selected Buildings on the Wyoming State Hospital Campus. The specific nature of the scope of work for the project is outlined in the following Request for Qualifications (RFQ). The Statement of qualifications may be submitted either electronically to: roneill@evanstonwy.org or physically to the City of Evanston, Community Development Office at 1200 Main Street, Evanston Wyoming 82930, by 4:00 p.m., local time, on 02/25/2021. Statements of Qualifications will be labeled with the following statement: “WYOMING STATE HOSPITAL RFQ ENCLOSED.” No additional responses will be received thereafter. Physical copies of each Statement of Qualifications must be submitted with five (5) individual copies.

  1. Introduction and History

The entire historic campus of the Wyoming State Hospital, which is presently owned by the Wyoming Department of Health, spans nearly 100 acres, and is comprised of 35 structures. Indeed, the institution is older than the State of Wyoming itself, as the very first building was constructed in 1887 when Wyoming was still a territory. The earliest of the facilities currently on the site were built between 1913 and 1923, and the entirety of the property is listed on the National Register of Historic Places. This campus has been an integral part of our community history and economy. This facility has employed between 400 and 500 healthcare professionals on a consistent basis for nearly 150 years. While these jobs will continue at the new hospital, the Historic buildings will be vacated. In fact, several buildings in this area of the historic campus have been unoccupied for many years. Without proper care and reutilization, these majestic and quite useable structures at this time, will only further deteriorate and become less appealing for reinvestment. Therefore, time is of the essence to create this plan and develop a strategy to promote and showcase these extraordinary structures for economic redevelopment and vitality.

Historic Buildings: Identify and capitalize on the location, significance, and potential for reuse and/or renovation of historic resources.

Historic Preservation: Encourage a commitment to the adaptive reuse of vacant buildings to new uses, an investment in architecturally unique and culturally historic structures, and the creation of economic incentives to promote neighborhood preservation and revitalization. Work with local stakeholders on the historic preservation education and renovation of historic buildings.

Vibrant Campus: Enhance the cohesiveness and identity of the campus and surrounding recreation by encouraging a healthy mixture of commercial, residential, educational, cultural and other uses that support the everyday needs of the residents.

The City of Evanston continues to develop its riverfront walk paths, extend the “Greenway” path throughout the City, improve the bike lane network and transit network, explore opportunities for art, culture, and recreation, maintain infrastructure, foster neighborhood excellence, and implement design standards in its community development and planning initiatives.

  1. RFQ Organization: The Statement of Qualifications should be organized in the following format:
  2. Basic Qualifications: Provide basic data relative to the firm’s size, history, personnel, special expertise, and general credits. (Individual resumes, awards, associations, etc. may be included)
  3. Specific Qualifications: List the team expected to accomplish this work including anticipated consultants.  Describe who will perform the various tasks, the amount of their involvement and responsibilities, and give their qualifications.  Provide a list of at least 3 projects by the architect and his consultants with brief descriptions, which show ability to complete projects of this type and scope on time and on budget.
  4. Approach to the Project: Include a statement of your approach to this specific project, including specific tasks proposed to be accomplished, a relative time frame for the work, and a summary of a proposed expected final deliverable for this project.
  5. Past Performance: Submit reference letters from prior client representatives.  The architect and major consultants shall provide a list of current references with phone numbers.
  6. Examples of Work: Illustrations of previous related work may be submitted as examples of your work.

III. Submission of Document(s)

To be considered, the submission must respond to all requirements in the RFQ. Any other information believed to be relevant, but not applicable to the enumerated categories, should be provided as an appendix to the Statement of Qualifications. If publications are provided, the document and page number shall be referenced.

Firms are advised that submissions should be as responsive as possible to the provisions of this RFQ. However, firms may make exceptions to, or propose alternative methods to, these provisions without their responses being disqualified. The impact of exceptions and/or alternatives will be considered during the evaluation phase of the award process.

EV/UC reserve the right to reject any or all responses. EV/UC reserve the right to request more information for clarification or due to omission of information. Firms should be prepared to make an oral presentation as part of the evaluation process.

Those selected for final consideration should understand that EV/UC will include in the closing documents requirements that the RFQ will be followed and there will be remedies should the RFQ not be followed.

  1. Late Submissions

Late submissions will not be accepted. It is the responsibility of the firm to ensure that the response arrives by 4:00 p.m., Local Time, on Thursday, February 25th, 2021.

  1. Evaluation and Selection Process

Statements of Qualifications will be reviewed in a multi-step process.

            Step 1: Submissions will be reviewed by EV/UC staff for completion and clarity. Supplemental and clarifying information may be requested from the Firm(s) at this time. Statements of Qualifications will then be referred to the Evaluation Committee.

            Step 2: An Evaluation Committee will review the submissions and rank the firms based on the criteria provided in section VI. The Firm(s) may be asked to make formal or informal presentations at that time.

            Step 3: The Evaluation Committee will make a formal recommendation, which may include more than one submission for consideration, to the City Community Development Director who may then refer the matter to the City Council for consideration and/or final action.

  1. Evaluating Submissions

This RFQ is offered to inquire about the best manner to study the feasibility of the Wyoming State Hospital Historic Campus for redevelopment to benefit the City of Evanston, Uinta County and State of Wyoming. The hope is that this property can be used in an innovative way for economic development opportunities. Realistic, and well thought out submissions which satisfy the purpose of the RFQ and the goals of the RFQ will be strongly considered. The Evaluation Committee will determine which submission(s), if any, meet the purposes and goals of this RFQ and the community’s needs. Firms will be ranked using a weighted rubric. Each firm will be scored on, Background & Qualifications, Approach to the Project, Relevant Experience, Creativity, and the firm’s Presentation.

VII. Contract Award

EV/UC reserve the right to accept, reject, or request changes in submissions. EV/UC will work closely with the awardee to develop or refine a detailed scope of work, schedule for completion of tasks and costs associated with completed work included in the contract documents. EV/UC is not liable for any costs incurred by the Firm.

This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration (EDA), Award No. ED20DEN3030154, and therefore is subject to the Federal laws and regulations associated with that program, including but not limited to, the Federal Contract provisions of 2 CFR Part 200 - Contract Provisions for Non-Federal Entity Contracts Under Federal Awards. Additionally, to the greatest extent practicable, contractors are encouraged to purchase American-made equipment and products with funding provided under EDA financial assistance.

VIII.      Meetings

The awardee shall meet with the owner’s representative(s), and/or staff of EV/UC, as needed.

  1. Contract

The Firm will be required to sign a contract with EV/UC relating to the protections (remedies) that the scope of work will be followed and completed.

  1. Response Material Ownership

The material submitted in response to the RFQ, except for Confidential Information as referenced herein, becomes the property of EV/UC and will only be returned to the Firm at EV/UC ‘s option. Responses may be reviewed by any person after the final selection has been made. EV/UC has the right to use any or all ideas presented in reply to this request. Disqualification of a Firm does not eliminate this right.

  1. Acceptance of Content

The content(s) of the Statement of Qualifications for the successful Firm may become contractual obligations if EV/UC wishes to execute a contract based on the submitted response.

XII Reference Checks

EV/UC reserves the right to contact any reference or any client listed in the documents for information which may be helpful to EV/UC in evaluating the Firm’s performance on previous projects.

FORECLOSURE SALE NOTICE

WHEREAS NOTICE IS HEREBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred.  The Note is secured by a Mortgage dated October 12, 2018 and recorded on October 12, 2018 at REC # 1060499 Book 1073, Page 402-412  in the records of Uinta County, Wyoming from Cody D Colin, to Mortgage Electronic Registration Systems, Inc., as nominee for Mortgage Research Center, LLC dba Veterans United Home Loans for the amount of $163,400.00.  The Mortgage having been assigned to and now in possession of PennyMac Loan Services, LLC, through an assignment recorded on March 25, 2020 at REC# 1083663 Book 1092, Page 424 in the records of Uinta County, Wyoming.
