First Regular Meeting
February 2, 2021
The official record of proceedings of the first regular meeting of the Evanston City Council for the month of February was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Council member Perkes led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Engineering and Planning, Dean Barker; Public Works Director, Gordon Robinson; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill; Director of Parks and Recreation, Scott Ehlers and Information Technology Coordinator, Preston Sheets. Police Chief Jon Kirby was excused. A group of interested citizens were also present.
Approve Agenda

Council Comments
Council member D. Welling thanked IT Coordinator, Preston Sheets and all those involved in helping to acquire the computer equipment for them to use. He also wished everyone Happy Groundhog Day.
Council member M. Welling commented how nice it was to be able to read the Council information before the meeting.
Mayor Williams thanked everyone involved in getting the digital Council packets set up. He commented that it will be a good learning opportunity.

Resolution 21-06
Council member Welling introduced Resolution 21-06. Council member Welling moved, Council member Ottley seconded, to adopt Resolution 21-06.
A RESOLUTION OF THE CITY OF EVANSTON, WYOMING RATIFYING THE EXECUTION OF A FINANCIAL ASSISTANCE AWARD WITH THE U.S. DEPARTMENT OF COMMERCE FOR AN EDA GRANT FOR THE WYOMING STATE HOSPITAL REDEVELOPMENT PLANNING PROJECT.

Public Works Director Gordon Robinson recognized and thanked the City’s Water and Wastewater Operators in honor of Wyoming Professional Water and Wastewater Operator Appreciation Week.

Uinta County School District No . 1
Request for Proposals
Notice is hereby given that Uinta County School District No. 1 has issued a Request for Proposal (“RFP”) for North Elementary Boiler Replacement:
Installation of four (4) 750,000 BTU boilers and two 119 gallon indirect water heaters. Boilers will be piped in the injection configuration. Remove the existing boilers, pumps, water softener and the existing water heaters, re-route the existing piping, install an injection header in main lines, install new pumps with suction diffusers and VFD’s along with a main line air separator. Install new indirect water heaters, boilers and all associated piping, gas, flue and electrical. Perform start-up and commissioning.
There will be a mandatory pre-bid meeting and walk through held on February 18th at 1:00 pm at the district facilities office, located at 325 Kirlin Drive.
All submitted Proposals shall be sealed and must be received by Uinta County School District No. 1, at 325 Kirlin Drive, Evanston, WY 82930, no later than 4:00 pm on March 4th 2021. Proposals may be delivered in person, via US Postal Service, or via commercial parcel service. Proposals will not be accepted via facsimile transmission, email, or any other electronic or telephonic means. Only such Proposals that have been received by the District at the address, time, and date listed above will be considered.
Uinta County School District No . 1 reserves the right to reject any and all Proposals deemed to be not in the best interests of the School District. The School District further reserves the right to cancel or amend the RFP materials and contract documents at any time and will notify all persons requesting proposal documents accordingly.

Request for Statement of Qualification and Experience for On-Call Engineering Services
at Fort Bridger – Uinta County Airport
Fort Bridger, Wyoming
Uinta County Commissioners are soliciting qualification and experience information to be used in selecting a principal consultant to provide engineering/consulting services for the following projects (subject to Federal, State and Local funding):
Seal Coat and Mark Pavements (Design, Bidding and Construction Phases)
Selection Process
A selection committee shall be formed for the purpose of reviewing submittals pertaining to this Request for Statement of Qualification and Experience. A full description of the selection criteria and submittal requirements is available upon request from interested companies.
Based on the response from the Request for Statement of Qualification and Experience, the Selection Committee will select the Consultant from the submitted documents. The Selection Committee reserves the option to select a shortlist of firms to provide an oral presentation and interview before the Selection Committee. If oral presentations and interviews are deemed appropriate and necessary they shall be connected via ZOOM. The Selection Committee shall select a top ranked Consultant based on evaluation of the Statement of Qualification and Experience in combination with the results of any oral presentations and interviews. Following selection of the Consultant, the Uinta County Commissioners (Commission) shall initiate discussions regarding a detailed program of services, fees and costs, all in accordance with FAA Advisory Circular (AC) 150/5100-14E, Change 1. A detailed program of services will be developed for a five year period, or less, based on the discretion of the Commission. Consulting fees and costs will be negotiated for each project upon commencement of the work. A Scope and Fee evaluation for the services to be performed with FAA and WYDOT grant funding support shall be performed for each applicable project undertaken and shall be based on the program of services for each individual project.
The contract for services is subject to provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the Department of Transportation Regulations 49CFR26 (Disadvantaged Business Enterprises). DBE firms are encouraged to apply.
The Consultant’s contract will be used on an as-needed basis for a period of five (5) years from the date of a signed agreement.

NOTICE OF INTENT TO SUBDIVIDE
Hubert McAlister intends to file an application for a two lot Subdivision of Lot 2, of the Watkins and Larsen Subdivision, which is in Section 21, T15N, R114W, of the 6th P.M., Uinta County, Wyoming. The Subdivision is located approximately 2.6 miles East of Mountain View on Wyoming State Highway No. 414. The final plat will be presented at the Uinta County Commissioners Meeting at approximately 2:00 p.m. February 16, 2021 at the Commission Meeting Room in the County Courthouse at 225 Ninth Street in Evanston, Wyoming.

CKA, AND ATTACHMENTS, CKA R-1, CKA R-2, CKA R-3, and CKA R-4, AUTHORIZING DISTRICT PERSONNEL TO CONCEAL CARRY A FIREARM ON DISTRICT PROPERTY PURSUANT TO W.S. §21-3-132
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN that the Board of Trustees of Uinta County School District Number One (“The District”), State of Wyoming, in Evanston, Wyoming (“District”), intends to adopt new Rules: CKA and its attachments, CKA R-1, CKA R-2, CKA R-3, and CKA R-4, School Safety and Security Rule, Firearms: Personnel Authorized to Carry. Rule CKA and its attachments, CKA R-1, CKA R-2, CKA R-3, and CKA R-4, allow employees to carry firearms on or in property or facilities owned or leased by Uinta County School District Number One, subject to the terms, conditions and limitations prescribed by state law, federal law, CKA, and the attachments to CKA.
The date of public notice is February 3, 2021. The comment period will end on March 30, 2021. This is also the contact information for the District.
CKA and its attachments, CKA R-1, CKA R-2, CKA R-3, and CKA R-4, are proposed as new rules not amendments to existing rules. Rule CKA and its attachments, CKA R-1, CKA R-2, CKA R-3, and CKA R-4, are authorized by W.S. §21-3-132, Possession of Firearms on School Property - 2017 Session Laws, Chapter 209, “School Safety and Security,” Original House Bill No. 194. The District has prepared a copy of the proposed rules using the “strike and underline” method in which all proposed additions are underlined and strike-through items are proposed deletions. Since the proposed rules are all additions, every word is underlined as an addition. There are no strike-through items.
The District has prepared a statement setting forth the principal reasons for the adoption of Rule CKA and its attachments, CKA R-1, CKA R-2, CKA R-3, and CKA R-4, containing the substance or terms of the proposed rules and the basis and purpose of the proposed rules.
These rules are not created to comply with federal law or regulatory requirements. The proposed rules EXCEED the minimum substantive state statutory requirements of W.S. §21-3-132. The District has prepared a statement explaining the reasons why the rule exceeds minimum substantive state statutory requirements.
The District has evaluated the rules in accordance with W.S. §9-5-304, and attached a copy of that evaluation to the copy of the proposed rules.

The Board of Trustees will consider all written and oral submissions with respect to the adoption of the proposed rules.
The Board intends to act to adopt these rules at the first regularly scheduled Board meeting that takes place after the expiration of the comment period, the public hearing, and after the Board has considered all written and oral submissions with respect to the adoption of the proposed rules.

The Uinta County Commissioners met in regular session on February 2, 2021 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present. Also present: Amanda Hutchinson, County Clerk; and Loretta Howieson, Attorney.

Airport Pavement Maintenance
The contract with Wyoming Dept. of Transportation for the 2021 Airport Crack Seal Project at the Fort Bridger Airport was postponed pending clarification of reimbursement amount by the County to WYDOT as requested by Clay Baird, Public Works Director. 3 yes votes, passed.
Landfill No. 1 Remediation
Motion Hatch, second Anderson to appoint Clay Baird to be the County’s representative on the selection committee for the Uinta County Landfill No. 1 remediation project as requested by Baird. 3 yes votes, passed.
Airport Hangar Lease
Motion Anderson, second Hatch to approve a correction to the Fort Bridger Airport Hangar Lease Agreement Renewal with Randall R. Striegel. 3 yes votes, passed.

Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and H-K Contractors, Inc., The Contractor, on Highway Project Number B203018 in Lincoln, Sweetwater, and Uinta Counties, consisting of chip sealing and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on March 16, 2021.
