The project consists of all labor, material, equipment, and incidentals necessary to complete work at the following two project locations:

UINTA MEADOWS ELEMENTARY (UME) SCHOOL DRAINAGE IMPROVEMENTS

The location consists of demolition of; concrete curb, gutter, sidewalk, asphalt, retaining wall (complete), chain link fence, and other misc. items. New construction includes 2,016 SY asphalt pavement, 933 SY sidewalk, misc. concrete, 135 LF curb & gutter, 45 LF chain link fence, 2 catch basins, ±150 LF 6” Drainpipe, 2 gravel drain sumps, drainage channel with rock rip rap, other misc. work, and material testing.

DISTRICT BUS BARN PAVING

The location consists of the complete demolition and replacement of 3,683 S.Y. of the existing asphalt pavement, pavement base course, and new pavement markings. The new Standard Pavement Section shall be 4-inch-thick plant mix asphalt pavement over 6-inch-thick Grade W Base Course over Stabilization Fabric. 

Each Bidder will be required to submit, with their bid, a certified check, or Bid Bond made payable without condition to the Uinta County School District No. 1 in the amount of not less than five percent (5%) of the Bidder’s maximum Bid Price as a guarantee that such Bidder will enter into a contract within five (5) days after the date of the OWNER’S Notice of Award.

Subject to Wyoming Statute 16-6-105, preference is hereby given to materials, supplies, agricultural products, equipment, machinery, and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. If a bidder is claiming resident contractor status bidder shall submit proof of resident contractor status per Wyoming Statute 16-6-102 with bid.

Uinta County School District No. 1 reserves the right to reject any or all bids, or any part of any bid, to waive any formality in any bid, as its best interest may appear.

Notice is hereby given that Uinta County School District Number One will be holding a Public Forum at 6:00 p.m. on Thursday, January 13, 2022 in the boardroom of the Education Service Center at 537 Tenth Street, Evanston, Wyoming.  

The purpose for the public forum is to discuss the ARP ESSER III Funds and engage in meaningful consultation with stakeholders to seek input on how these federal funds should be spent.  These funds are unprecedented and can be transformative for our students and staff.  UCSD #1 is asking for your input and direction in moving forward with the use of the ARP ESSER III funds.   At the forum, we will review the input received, answer questions, and work on a spending plan. The public forum will also be live streamed, to accommodate those individuals who cannot attend.  You can access this through the district website (www.uinta1.com) or our Facebook page.  For anyone who would like to review the ARP ESSER III Fund, there is a link available on the district website with more information and a survey to provide input.

REQUEST FOR PROPOSAL

  1. Objective
  2. Uinta County Economic Development Commission (UCEDC) is requesting proposals for planning and design services on the creation of a site development plan for the parcel, also known as The 1000 Acre Project, located above the Bear River to the East of Evanston, owned by Uinta County, Wyoming. UCEDC will accept variations of acreage used to develop a proposal for the site.
  3. Definition of Terms
  4. Proposal: An offer with a project description and a price in response to an RFP to an entity.
  5. Consultant: Any corporation, partnership, individual, sole proprietorship, joint stock company, joint venture, or any other private legal entity that has submitted a proposal which conforms in all respects to the requirement set forth in the RFP.
  6. Request for Proposal (RFP): Documents, including attachments or references utilized for soliciting proposals in accordance with the procedures outlined in the documents.

III. Background

  1. The intent of this RFP invites consultants under consideration to submit competitive bids for project work and/or products that will specifically address the services required and provide a well- considered proposal for those services. This RFP process also allows the prospect to review multiple options within the prospects parameters in research findings, opportunities, and recommendations.

B, This process will retain a consultant who will review and update previous economic development and/or tourism studies conducted in/for the region. The consultant will work with UCEDC or any other regional personnel deemed necessary to create and effective implementation plan to pursue the development of the acreage. The implementation plan will include a regional perspective plan to pursue industries in labor force, supply chain, transportation, telecommunication, and other infrastructure. The plan will also include the necessary resources for a successful site development (funding, marketing, personnel, partners, etc.)

  1. Statement of Purpose

This proposal requires professional planning, designing, and engineering. UCEDC is requesting proposals for a site development plan for the 1000 Acre Project. This is an opportunity to integrate research analysis on an economic driving platform of the 1000 Acre Project into a site plan, which in turn could be used to best determine what types of development are the most economically feasible. It is nonessential for the consultant to utilize the entire acreage for a site plan, a variety of acreage site plans may be considered.

Consultants shall include a proposal with all information asked forA.  in the RFP, the full cost of the proposal, and proposed schedule of master site completion to UCEDC.

  1. Scope of Work

Uinta County Economic Development Commission is seeking professional consulting services to create a site development plan, which maintains the best economic use, of the acreage, fluctuating in the number of acres allocated for a site plan.

  1. Provide a general statement of Qualifications that responds to the project background information given in this RFP.
  2. Conceptual plan for all utilities extensions (gas, water, fiber, ect.) to the 1000 Acre Project.
  3. Cost estimates for utility extension and installation to the site.
  4. Identify type of buildings and businesses to be located in the 1000 Acre Project.
  5. An estimated time of completion for the above plans.
  6. Personnel;
  7. List the profession and support positions and number of personnel in each position.
  8. Provide an organizational chart, including resumes of all personnel who would be committed to this project. Provide specific information as to their experience on projects similar to this one.
  9. Provide references for master planning, for projects similar to this one, your firm has completed or are in progress in the last five years. Provide the Following in reference to the project;
  10. a) Name of Project
  11. b) Client Contact

                        c Owner’s Total Initial Budget

  1. Market Analysis to include the following factors;
  2. Demographic conditions, trends, forecasts
  3. Employment conditions, trends and forecasts
  4. Real Estate conditions for commercial, industrial, hospitality, and residential land uses.
  5. Identification of future demand by land use for each of the above based on existing and forecasted conditions.
  6. Fees;
  7. Total proposed fees for the scope of the site development on the 1000 Acre project.
  8. Time Estimate to complete the master plan.
  9. Submit a schedule of hourly rates of overtime for additional work if requested.

Conditions & Information

  1. The Uinta County Economic Development Commission Director will be the single point of contact to provide information, technical assistance and guidance to all proposers prior to the deadline for submittal of the proposals.
  2. It is nonessential to incorporate the entire acreage in your site development plan. UCEDC will accept variances on how many acres the consultant integrates in a site development plan.
  3. UCEDC is soliciting proposals for professions consulting services to create a site development master plan for the 1000 Acre Project, as defined in this RFP.
  4. Representatives from UCEDC will evaluate and rank the proposals against selection criteria to determine the Consultant for this project.
  5. The consultant is advised to closely examine the entire RFP to become fully aware of what is required for this proposal and for the creation of a master site development plan on the 1000 Acre Project. This includes conformity with specific standards and the character, quality, and quantity of the reports and services required. Failure to examine the entire RFP will not relieve the successful consultant of their obligations to furnish all products and services necessary to carry out the provisions of the contract.
  6. Selection of Consultant, if awarded, will be to the most responsive and responsible consultant in accordance with the proposal requirements in the “Scope of Work.” In regards to the responsiveness, Uinta County Economic Development Commission will consider the degree to which each consultant has submitted a complete proposal with irregularities, exclusions, special conditions, etc.

VII. Outcome and Performance Standards

  1. Basic Knowledge of the local and regional economy of Uinta County.
  2. Knowledge of the economic development climate in Wyoming and how a site development plan could be implemented best in this climate.
  3. No proposal may be accepted, withdrawn or modified after the deadline for submittal has passed, and UCEDC reserves the right to reject any and/or all proposals.
  4. Since this RFP is for professional services, UCEDC is not required to select the lowest proposal.

VIII. Submission Guidelines

  1. UCEDC will receive electronic proposals until February 4, 2022 at 5:00 PM Mountain Standard Time. Submit proposals to the Uinta County Economic Commission Director Gary Welling gawelling@uintacounty.com or mail to UCEDC 225 9th Street Evanston, WY 82930.
