Former Uinta County Attorney disbarred

EVANSTON — A former Uinta County Attorney was has been disbarred as a result of pleading guilty to felony forgery after he presented forged paperwork to the Lincoln County Clerk’s office in early 2011.

Thomas E. Barnes, who served as Uinta County Attorney from 1999 to 2002, was working as a deputy county attorney in Lincoln County at the time the crime was committed.

“While he was employed as a deputy county attorney, Barnes presented forged paperwork to the county clerk in order to minimize the sales tax on two motorcycles he had purchased,” a release from the Wyoming State Bar said. “When the fraud was discovered, Barnes was charged with two felony counts of forgery.”

Barnes, under a plea agreement, received two years of unsupervised probation, as a first offender, on a single count of felony forgery. The criminal charges may be dismissed if Barnes satisfactorily complies with the terms of the sentence.

Barnes was originally charged in Uinta County with committing felony forgery on a buyer’s order/purchase vehicle information on a Harley-Davidson motorcycle, possession of forged writings with intend to defraud another, and felony forgery specifically on the purchase information of a Harley-Davidson motorcycle.

Barnes faced similar charges in Lincoln County.

The Bar’s Board of Professional Responsibility, following an investigation, determined Barnes had committed a criminal act reflecting adversely on his honesty, trustworthiness or fitness as a lawyer; engaged in conduct involving dishonesty, fraud, deceit or misrepresentation; and engaging in conduct prejudicial to the administration of justice.

Barnes was also ordered to reimburse the Bar for costs and administrative fees totaling $1,001.65.
